With the exception of the Labor and Industry Commission, all items of the agencies listed above have been addressed in the motions to remove certain items from the budget, standard budget adjustments, or sum sufficient appropriation estimates. Therefore, no budget materials or additional motions were needed on these items with the exception of Motion 10 related to LIRC, described below.
Executive Budget - All Agencies
Removal of items from consideration
Republicans offered Motion #4 to remove 612 items of the Governor’s budget for further consideration. By removing these specific 612 items from further consideration via this “forbidden” list, Republicans are prohibiting JFC Democrats from introducing future motions that contain these proposals or from discussing them during the JFC process. Major provisions removed include, but are not limited to:
- $442 million for Child Care Counts
- Medicaid expansion
- Paid Family and Medical Leave Program
- $147.7 million for Healthy School Meals
- Cannabis legalization
- $300+ million to replace lead laterals and prevent lead paint poisoning
- Over $145 million to address PFAS
- Auditing of health insurance claim denials
- Sales tax exemptions for diapers, feminine hygiene products, and over the counter medications
JFC Democrats introduced three separate motions, each failing on a 3-10 party line vote, to amend the Republican motion to re-introduce policies from the Governor’s budget to assist working families with the cost of childcare, increase healthcare access, and to support veterans. Those three motions are listed below:

Republican Motion #4 to remove 612 items from the budget passed 10-3 on party lines.
Substitute amendment to budget
Republicans offered Motion #5 to introduce a substitute amendment to the budget proposal changing it to the 2024-2025 adjusted base budget. By returning to the previous state budget, Republicans have removed the remainder of the policy and funding adjustments proposed by Governor Evers, and will start rebuilding the budget from scratch. This motion passed 10-3 on party lines.
Standard budget adjustments and sum sufficient appropriations
Republicans introduced Motion #6 incorporating standard budget adjustments. The motion passed 10-3 on party lines.
Republicans introduced Budget Paper #106 incorporating estimated amounts for current law sum sufficient appropriation estimates, transfers from the general fund, GPR lapses, and required debt service associated with the state's appropriation obligation bonds for 2025-2027 in the substitute amendment. This motion passed 10-3 on party lines.
Finally, Republicans introduced Motion #10 deleting two vacant positions and the related funding from the Labor and Industry Review Commission, starting in the first year. This motion passed 10-3 on party lines.
