SUMMARY

In November 2017, the Wisconsin Economic Development Corporation (WEDC) executed a $2.85 billion contract with Foxconn to create jobs and make capital investments over the 15-year period from January 2018 through December 2032. WEDC established written procedures that allowed it to award program tax credits for the wages paid to employees who did not perform services in Wisconsin. These procedures also indicated that WEDC will not award program tax credits for the wages paid to employees who performed services in Wisconsin but are the residents of certain other states. In these ways, these procedures did not comply with statutes. We recommend that WEDC modify these procedures to comply with statutes.
