SUMMARY

We provided an unmodified opinion on the financial statements for the Supplemental Health Insurance Conversion Credit (SHICC) program as of and for the year ended December 31, 2019. The financial statements, and our auditor’s report, are included in a separate Department of Employee Trust Funds (ETF) report, which is available on thje ETF website.

We also provided unmodified opinions on the employer schedules prepared by ETF for the SHICC program. In these schedules, which are included in report 20-25, ETF reported a net other postemployment benefit (OPEB) asset for the SHICC program. These schedules were prepared to assist participating employers, including the State of Wisconsin, in preparing their financial statements in accordance with generally accepted accounting principles.
