Adult Corrections Expenditures

SUMMARY

The Department of Corrections (DOC) operates 36 adult institutions. From fiscal year (FY) 2013-14 through FY 2017-18, operating expenditures increased from an estimated $909.3 million to $933.9 million (2.7 percent). Over this period, the total number of paid overtime hours increased from 1.2 million to 1.9 million (50.7 percent) and the vacancy rate for security positions more than doubled, growing from 6.7 percent to 14.0 percent. We make recommendations to help DOC manage adult corrections expenditures, including by improving its collection and analysis of inmate health services data, increasing use of telemedicine appointments, consolidating inmate trips to external medical appointments, and enhancing efforts to assess treatment and educational programs.
