Wastewater Permitting and Enforcement

Report 16-6 | June 2016

SUMMARY

In fiscal year 2014-15, the Department of Natural Resources spent $10.4 million to regulate approximately 1,250 municipal and industrial wastewater treatment facilities and large livestock farms. We found that DNR did not consistently meet its goals for issuing timely permits or for the frequency of permittee inspections and did not consistently follow its policies when issuing enforcement letters for certain violations. We make recommendations to improve program administration, better align its enforcement practices with its policies, and increase regulatory consistency among its regions.
