SUMMARY

Overtime costs declined over the five-year period we reviewed but increased 2.5 percent from 2009 to 2010, when premium overtime payments totaled $297.5 million. The departments of Corrections and Health Services continue to account for the largest share of overtime costs, and both have increasingly relied on surplus positions to address staffing needs.
