Taylor Announces Forum on Barbering and Cosmetology Licensing

MADISON – Senator Lena C. Taylor (D-Milwaukee) invites the public to a listening session to discuss changes to current licensing policies for barbers and cosmetologists.  The event, which is open to the public, is hosted by the Wisconsin Department of Regulation and Licensing (DRL), the body that is responsible for the administration of barbering and cosmetology licenses. 

“Public debate on this issue is long overdue,” said Taylor. “Regulation of barbering and cosmetology impacts thousands of people around Wisconsin, and we need to make sure that the existing rules truly serve our state’s best interests.”

Although it is only one of many topics to be discussed, the licensing issue is the driving force behind Taylor’s involvement.  Wisconsin is one of only five states to regulate barbering and cosmetology under a single license.  Many feel that the setup unfairly burdens prospective barbers by requiring that they demonstrate proficiency in purely cosmetological skills—such as pedicure and cosmetic application—in order to obtain a license to cut hair.

“Existing law obviously fails to recognize the clear distinctions that exist between barbering and cosmetology,” noted Taylor. “It just doesn’t make sense to regulate two very different fields as though they’re the same.”

“Our state shouldn’t be in the business of putting unnecessary roadblocks up in front of people looking for jobs,” Taylor continued. “But that’s exactly what the current law does.  It makes it harder for barbers to get licensed and, as a result, it dissuades them from pursuing a gainful, legal career.”

Taylor said that she has been working cooperatively with DRL on legislation to review separate licensing requirements specific to barbers.  She described the listening session as a chance to incorporate public input into the process and as a way to ensure that the legislation is made responsive to the needs of the community and the barbering and cosmetology industries.

“The legislation was prompted by constituent concerns,” Taylor said, “and it’s important that it address those concerns fully.  That’s why I hope that people make a point to come and make their voices heard at this event.”
