Rep. Subeck Announces the 2023 First Responder of the Year for the 78th Assembly District

MADISON –Representative Lisa Subeck (D-Madison) has named retired Lieutenant Bill “Smiley” Stebbins of the City of Madison Fire Department (MFD) and the University of Wisconsin Police Department (UWPD) Lake Rescue & Safety as the First Responder of the Year for the 78th Assembly District. Lieutenant Stebbins served with the MFD for 20 years and with the UWPD Lake Rescue & Safety for over 50 years.  Additionally, he has also served as an Emergency Medical Technician (EMT) for approximately 40 years.

“It is an honor to name Lieutenant Stebbins the First Responder of the Year for the 78th Assembly District,” said Rep. Subeck. “Lieutenant Stebbins’s distinguished career as a first responder with the Madison Fire Department and the University of Wisconsin Police Department Lake Rescue & Safety division makes presenting the award to him for his service and sacrifice to our community all that more meaningful.” 

In recognition of October being First Responder Appreciation Month, the Assembly honors first responders from each Assembly District during a Hometown Heroes award ceremony in conjunction with today’s floor session.

Representative Lisa Subeck has represented the 78th Assembly District since 2015 and serves as chair of the Assembly Democratic Caucus.
