Routes to Recovery - Local Government
Today, Governor Evers announced the “Routes to Recovery” program, a $200 million effort to reimburse local governments for costs incurred during the COVID-19 crisis. This program is part of the $1.9 billion CARES Act funding the state of Wisconsin received from the federal government.
Routes to Recovery Grants for Wisconsin counties, cities, villages and towns will provide reimbursements for non-budgeted expenditures incurred this year because of the COVID-19 pandemic, in the following categories:
- Emergency operations activities, including those related to public health, emergency services, and public safety response
- Purchases of personal protective equipment
- Cleaning/sanitizing supplies and services, including those related to elections administration
- Temporary isolation housing for infected or at-risk individuals
- Testing and contact tracing costs above those covered by existing State programs
- FMLA and sick leave for public health and safety employees to take COVID-19 precautions
- Meeting local match requirements for expenses submitted for reimbursement by FEMA, to the extent allowed by federal law
The determination of a local government's Routes to Recovery Grant amount is a formula based on the jurisdiction’s population, as well as the priority of providing Wisconsin's units of local government no less than $5,000, regardless of size of the population.

Wisconsin Rental Assistance Program Update
Wisconsinites can apply for the Wisconsin Rental Assistance Program (WRAP) announced last week through partners in the Wisconsin Community Action Program Association. This program provides rental assistance to residents facing economic challenges due to the COVID-19 pandemic.

Department of Health Services Updates
COVID-19 Testing
DHS Secretary-designee Andrea Palm said today they are launching a public service campaign urging Wisconsinites to get tested for COVID-19.

Wearing Masks
Governor Evers said today it is the advice of public health experts to wear a mask or face covering over your mouth and nose when in public to prevent the spread of COVID-19. For more information about when to wear a mask, click HERE.
