Budget Proposal Highlights
 

Public Schools
Expands School Choice by lifting the cap on school choice enrollment, thus allowing parents in any school district to participate in the statewide school choice program.

Changing the options for teacher licensing to include candidates with real life experience to pass a competency test.

Economy
Forward Wisconsin Development Authority
A new authority is created by combining the Wisconsin Economic Development Corporation and the Wisconsin Housing and Economic Development Authority.  The new authority board will only consist of private sector members.  The merger streamlines responsiveness, coordination and accountability for businesses and job creators.

Provides $55 million to the Forward Wisconsin Development Authority to fund a new regional revolving loan fund program.  An additional $60 million will be added over a three year period to the revolving loan funds which are currently allocated to the Wisconsin Economic Development Corporation.

University
Extends the tuition freeze for an additional two years

Restructures UW System as an independent public authority, which allows greater flexibility for managing compensation, human resources, procurement, capital projects ect.

Maintains higher education financial aid and increases scholarship money for high school graduates who excel in technical education programs.

Property Tax Relief
Increases school levy tax credit funding by $211.2 million in GPR to reduce property taxes by $105.6 million.  This helps to continue lower property taxes for a typical homeowner for the next two years,  which would amount to six consecutive years of lower property taxes.

Healthcare
Family Care Program expansion and transition to an outcome-based model, while streamlining operations in the Department of Health Services.

Medicaid expansion to include the treatment portion of residential substance abuse treatment. 

Increasing dental access by requiring Department of Health Services to seek a Medicaid waiver to create a pilot program under which dental reimbursements would be increased.

Veterans
Additional staff to recruit veterans and disabled veterans for open state jobs.

Invests $500,000 to maintain the Victory Spark Program which aids veterans businesses.  The program has resulted in 39 startups and 150 new jobs.

Families
Expands support for victims of domestic violence by expanding care and centers for those abused and their children, which includes $5 million to the Department of Children and Families for additional shelter grants, $415,100 each year for additional Global Positioning System Offender tracking and imposing a $20 surcharge on criminal or misdemeanor convictions.

Governor Walker's delivers his 2015-16 Biennial Budget

On Tuesday, February 03, 2015, Governor Walker introduced his budget for the 2015-17 biennium.  The Governor’s proposal includes a UW Tuition Freeze, a $300 million cut to the UW, $220 million in bonding for the Milwaukee Bucks Arena and much more.  You can watch the Governor's Budget Address here: Click.
 
The proposal includes:
Over the next few months the Joint Finance Committee will receive input from my colleagues and myself, as well as from the general public.  In March, there will be four public hearings throughout the state allowing testimony from all Wisconsinites.  Once the hearings have been scheduled, I will pass along the information.  To be sure, the budget that will be brought for a vote in June will likely look much different from the proposal the Governor submitted on Tuesday.
 

Bring Your Legislator to Work

On January 29th, I had the opportunity to join Danyelle Smith at her job at Walgreens in Waterford as part of the "Bring Your Legislator to Work Campaign" sponsored by the Wisconsin Board for People with Developmental Disabilities (BPDD).

TOURS IN THE DISTRICT

I toured the EMCO Chemical Distributors, Inc. Corporate Headquarters and state of the art Manufacturing & Distribution facility in Pleasant Prairie as part of my full day of in-district events.  The facility is 260,000 square feet and is located on a 30-plus acre site. (Left to right: Rep. Commercial Plastics Kenosha LLC (formerly Xten) in Kenosha is a 78,000 square foot facility which services areas such as: consumer goods, medical waste and food industries.  (Left to right: Helmuth Fendel- Mundelein , IL Facility Plant Manager, Rob Korpela- Director of Operations for the Kenosha facility, Sen. Van Wanggaard (R-Racine), Lt. Governor Rebecca Kleefisch, Rep. Samantha Kerkman (R- Salem) and Pat LaCross- Integration Manager).

Kenall Manufacturing in Kenosha is a highly respected independent lighting manufacturer which provides solutions to complex lighting problems.  The Kenosha facility is integrated with fabrication and finishing departments and a certified test lab, as well as a testing and assembly facility.  Kenall products are  manufactured in the USA.  (Sen. Van Wanggaard, Lt. Governor Rebecca Kleefisch and Pat Marry- President and Chief Operating Officer).

TG3 Electronics is a 45,000 square foot facility in Kenosha.  TG3 is a supplier of engineered input solutions which sell into many areas, including: medical, military, mobile data and gaming. (Left to right: Chad Giles- Vice President, Amy Giles-Maurer- Controller, Rep. February is Heart Month
February is "Heart Month" and as part of the American Heart Association's Wear Red for Woman Campaign I wore red to work on Wednesday, February 4th.  The campaign helps to bring awareness to heart disease.
