Hemp in the City

On Monday, Sen. Taylor met with a member of the Milwaukee Common Council to discuss a number of issues to include Hemp Legislation, issues and opportunities for collaboration. Sen. Taylor has been working on the issue of Hemp for a number of years and was pleased to learn that Milwaukee’s Common Council approved a feasibility study regarding the use of a city owned property would prove a profitable partnership with a private company to grow hemp for CBD oil. Sen. Taylor looks forward to the findings which are expected to be completed within 60 days. Cannabidiol (CBD) oil is primarily used as a health supplement and is believed to address many health issues.

Shorewood School Board Meeting

Senator Taylor attended a Shorewood School Board meeting this week. The agenda items included the 2019-2021 Milestones contract, the Fall 2019 Early College Credit Program Applications, and an overnight trip to New York. In addition, to a number of other areas such as the liaison/organization reports, facilities referendum and election debrief, Sen. Taylor discussed the continued need to address issues of diversity, inclusion and the complaints of disparate treatment that have been received in her office regarding the lack of a culturally appropriate response to identified problems. Sen. Taylor noted the efforts to address some areas of concern but has offered to work alongside the school’s administrative to insure that all students feel respected, valued and included. [...]

Juvenile Corrections Grant Committee Meeting

The Juvenile Corrections Grant Committee, of which Sen. Taylor is a member, met on Monday. The committee administers a grant program that provides 95% of the design, construction, renovation costs to build a Secure Residential Care Center for Children & Youth (SRCCCY) and a juvenile detention center. A county may also apply for a grant to cover 100% of the design and construction costs for an SRCCCY, or a portion of an SRCCCY, that will house only female juveniles. The committee reviewed the grant application process, timeline to review applications, and work to draft a state-wide plan. Other areas of discussion included community and youth engagement in planning and beyond, staffing, facility site options and selection process, operational cost estimates, among other matters. State of the Tribes Address

On Tuesday, Sen. Taylor attended the 15th annual Wisconsin State of the Tribes Address in the Capitol. The address outlined a need to restructure American education to include the history of Native Americans as people whose culture is “alive, vibrant and thriving” rather than as “relics of the past.” Other areas covered encompassed the danger of cultural appropriation, a severe problem that exploits historically marginalized groups, by referencing 31 Wisconsin schools who continue to use American Indian mascots. The address implored us not to stigmatize ethnic groups for pure entertainment, but be respectful of other cultures, defined climate change as “national emergency, outlined the disparate effect climate change has on Native Americans, and urged lawmakers to allocate more funding to combat climate change. WisEye Interview w/Rep. Brooks

On Wednesday, Senator Taylor and Rep. Robert Brooks (R – Saukville) discussed recommendations based on the work of the Study Committee on Child Placement and Support with WisconsinEye. The Council’s recommendations as of 2019-2020 include Assembly Bill 93, AS94, AS96, AS97, AS98, AS99, AS100, AS101, AS102, and AS103. These include a Uniform Deployed Parents Custody and Visitation Act, reduction of child support payments during incarceration, modifications to legal custody or physical placement contingent upon a future event, calculating the child support obligation, the involvement and cooperation of both parents in a physical placement schedule, factors relating to the physical placement of a child, proposed parenting plans in certain actions affecting the family, judicial notice of certain court records relating to domestic violence or child abuse, elimination of family support payments, exclusion of certain military allowances in determining gross income for purposes of child support, and eliminating administrative rule limitation on recovery of birth costs. Teens Grow Green Meeting

This week, Sen. Taylor met with Teens Grow Greens, which is non-profit organization where teenagers “learn, grow, and go.” The program is a nine month internship where teenagers are given the opportunity to develop life skills through helping the environment. The teens grow plants throughout the duration of their nine month internship, and the monthly unit check-ins help ensure that the interns are continuing to learn and grow, amidst setbacks and struggles. The nonprofit values both personal health and environmental health. Senator Taylor values these teens’ leadership and willingness to take steps toward protecting our precious planet. [...]

Delta's in the Capitol

Sen. Taylor was pleased to address members of Delta Sigma Theta, Sorority, Inc. who hosted their annual Lobby Day in the Capitol.  Information was provided on legislative issues which impact the African-American community.  In addition, the organization has held sessions on how to advocate effectively, understanding the role of staffers, how to monitor and track legislation; and had legislative visits with members of the legislature.[...]

 Community Action Alerts

• April 13th is national Citizen Science Day. Volunteers can partner with professional scientists to help monitor natural resources by pledging their time and participating in one of dozens of projects to collect information on Wisconsin’s wildlife, lakes, rivers and other natural resources.

• State forest health specialists remind property owners that this is the time of year to consider treating ash trees to protect them from Emerald Ash Borer. Landowners are also reminded that oak tree pruning should not take place from April through July to protect the trees from often-fatal oak wilt disease.
