LHRO Staff Introductions

Amanda Jorgenson is the Human Resources Director. Amanda has over 10 years of Human Resources (HR) experience in the public sector and over 15 years of experience in the legal field. Prior to working with the LHRO, Amanda worked at various other state agencies and law firms. Amanda obtained her Bachelor’s degree from Cornerstone University and her Juris Doctor (J.D.) degree from The University of Wisconsin Law School.

Dana Dykema is the Deputy Human Resources Director. Dana has over 20 years of experience in the Wisconsin Legislature. Prior to working with the LHRO, Dana worked at the Legislative Technology Services Bureau, as the Human Resources Manager and Finance Officer. Dana is a UW-Whitewater alumni, where she majored in Geography and minored in General Business. 

Mark Kaeppel is the Human Resources Payroll & Benefits Liaison.  Mark has over 29 years of HR and Human Resource Information Services (HRIS) experience with the Wisconsin Legislature and The Wisconsin Army National Guard.  Mark attended the University of Wisconsin and Lakeland College and has an Associate’s degree in Science as well as a Bachelor degree in Computer Science.

Lisa Maffet is an HR Section Chief in the LHRO.  Lisa has over 17 years of HR experience with the Wisconsin Legislature. Lisa graduated from UW-Whitewater where she majored in Liberal Studies and minored in Human Resources.  Lisa was an intern in the LHRO before she became a fulltime employee.

Heidi Sarnow is an HR Section Chief in the LHRO.  Heidi has over 16 years of HR experience with the Wisconsin Legislature. Before working with the LHRO, Heidi had developed some payroll and benefits experience through a local staffing firm.  Heidi obtained her BBA in Finance while attending UW-Whitewater.

Beth Koerber is an HR Specialist Senior in the LHRO.  Beth has over 10 years of HR experience, most recently as the HR Administrator with the Legislative Audit Bureau.  Prior to starting her career in HR, Beth worked as a paralegal.  Beth obtained her bachelor’s degree in Human Resources from Upper Iowa University’s Madison campus. 

Judy Duggan is an HR Specialist Senior in the LHRO.  Judy has over 25 years of HR experience.  Prior to joining LHRO, she was with the Wisconsin Department of Justice Human Resources office for 4 years.  Judy relocated from Florida in 2015 where she had 21 years of Human Resources experience with the State of Florida which included roles such as Classification Manager, Recruitment and Staffing, Training, Workers Compensation, Attendance and Leave and Benefits.

Lisa Runge is the Training Officer in the LHRO. Lisa has 14 years combined experience in professional writing and training development. She’s designed and facilitated numerous training courses, onboarding programs, and leadership/professional development programs within the private sector. Lisa graduated from Mount Mary University in Milwaukee in 2005 and 2011 where she obtained both her bachelor’s and master’s degrees in English, professional writing (minor in Journalism).  

Joye Monroe is a part-time Payroll Officer/Assistant in the LHRO. Joye retired from full-time status after 9 years of service in the LHRO. Prior to joining the LHRO, Joye had over 30 years of experience in payroll, employee benefits, and human resources administration with a private sector company.
