Rep. Kerkman congratulates Humanitarian Award recipient Jo Wynn at Monday's ceremony. At left is Kenosha Police Chief John Morrissey.

Congrats, 2013 Humanitarian Award Recipients!

I recently attended the Annual Martin Luther King, Jr. Celebration at Gateway Technical College, where some very impressive individuals were recognized for their contributions to our community. The 2013 Humanitarian Awards were given to Jo Wynn of Walkin' In My Shoes, Jamy Koepke of Gateway Technical College, Trevor Foster of Westosha Central Habitat for Humanity, and DaZhan Wilderson of the YMCA Young Leaders Academy. Congratulations to the award recipients and thank you for your dedication to others in our community.

Audit Committee Approves Audit of Payroll Processing at UW System

Last week, the Joint Audit Committee, on which I serve as co-chair, met to discuss a proposed audit of the payroll and benefits system at the UW. You may have heard that the Audit Bureau recently discovered that the system misspent nearly $33 million in public funds. This included $17.5 million in overpayments in employees' retirement contributions and an estimated $15.4 million in overpayments in health insurance benefits. Of the $15.4 million, $8 million were paid for 924 individuals who had left UW employment. The Audit Committee directed the nonpartisan Legislative Audit Bureau to conduct a full audit investigation of UW payroll and benefit processing, as well as its human resource computer system (HRS). The scope of the audit can be found here. If you're interested in watching a recording of the hearing, click here.

Right the Rules: Real Regulatory Reform

This Legislative Session, the State Assembly will undertake a project to review thousands of pages of Administrative Rules. These rules have the force of law, and they affect how our citizens live and do business. Some rules are out of date and obsolete, duplicate federal rules, or add unnecessary time and cost to getting things done. The goal of this project is to clean up the rules to make it easier for businesses to create jobs. For more information on the Right the Rules initiative, please visit the new website about the project. Email thoughts and concerns to righttherules@legis.wi.gov.
