FLOOR SESSION THIS WEEK
This week, we passed several bills off of the Assembly
Floor and sent them to the Senate for approval. Here
is a brief synopsis of some of the bills, please let me know
if you would like more information on any of these
proposals.
AB 10- This bill is authored by Rep. Amy Loudenbeck
and modifies the personal jurisdiction statutes to allow
a Wisconsin court to issue a restraining order
against a person outside of the state of Wisconsin
in order to protect a person within the state of
Wisconsin. The bill does not create a new law or
penalty; it only clarifies when the court has
personal jurisdiction in certain actions for
restraining orders or injunctions in cases of
domestic abuse, child abuse or harassment. The bill ensures that Wisconsinites have the
protection of our courts when they are stalked,
abused or harassed by perpetrators in other states
AB 14- This bill is authored by Rep. Mike Kuglitsch
and concerns the regulation of raffles. The bill
creates a streamlined process for obtaining and
conducting raffles in Wisconsin by not-for-profit
local organizations. This legislation removes all limits on the price of tickets.
AB 14 also increases the number of raffles an
organization may hold from 200 to 365. AB 14 allows
Class A tickets to be sold one year prior to the
drawing and allows Class B tickets to be sold prior
to the date of the drawing. Current law places no
restrictions on shared Class A tickets. AB 14
creates language that would prohibit groups larger
than 4 to buy a shared ticket. Many of the strict
dollar amount caps have not been raised since the
1990’s or before. This bill is a bit more
complicated, so please let me know if you need more
information.
AB 18- This bill is authored by Rep. Joel Kleefisch
and amends regulations concerning taste samples of
liquor provided on certain retail licensed premises,
like grocery stores. The bill authorizes a class A licensed liquor retailer to
provide taste samples of intoxicating liquor on its
premises. Taste samples may not exceed one, 0.5
fluid ounce taste sample, per person, per day ---
and may only be provided between the hours of 11 am
and 7 pm. Tastings are an effective and responsible marketing
tool that will benefit consumers, retailers,
distillers and the greater economy and this bill
promotes that. 44 states in the country already allow off premise
tastings of distilled spirits – no state has ever
reported abuse, social consequence or enforcement
problems related to the laws that govern distilled
spirits tastings.
AB 19- This bill is authored by Rep. Adam Neylon and
covers the unlawful use of global positioning
devices (GPS). Under this bill, a person who places a GPS on a vehicle owned by
another person without that person’s consent or who
intentionally obtains information regarding another
person’s movement or location generated by a GPS
without that person’s consent is guilty of a Class A
misdemeanor. This bill helps to protect the privacy of
individuals against stalking, harassment and other
occasions where another person may wish to track or
locate an individual without their consent.

HORICON MARSH LEARN TO TRAP COURSE Horicon Marsh will hold
its second annual Learn to Trap course in March, with
classroom and field portions aimed at covering the
basics of trapping and outdoor education. This comprehensive
tutorial offered by the Wisconsin Department of Natural
Resources and Wisconsin Trapper's Association includes
classroom instruction and a hands-on field and fur
preparation experience. Each session will be
held at the Horicon Marsh Visitor & Education Center,
N7725 Highway 28, Horicon, Wis. - the cost of this
training is $12. Application fees include a Trapper's
Education Certificate upon successful completion of a
final examination. The application deadline
is Friday, Feb. 27, 2015, and the course will be limited
to 25 applicants. Dates and times for this
three-part training are as follows: Monday, March
13 - classroom session, 6-9 p.m.
Saturday,
March 28 - field session, 8 a.m. to 4 p.m.
Sunday, March 29
- field session, 8 a.m. to noon.
