Hello! Welcome to my first
e-update of the 2017-18 legislative session! As you may have
noticed, there is something different about my weekly
newsletter. My name has changed! Jeff Felzkowski and I were
married on New Years Eve, and I was very happy to take his last
name as my own. In order to reduce as much confusion as possible
I will be including "Czaja" whenever possible.

Inauguration Ceremony
Last Tuesday, I was sworn in for my third
term as the State Representative for the 35th Assembly District.
Swearing in took a little longer this year with my last name changing to
Felzkowski, but I'm as excited as ever to get back to work for you.

Grandmother
Flowage Fishery Reopens
Following completion
of dam repairs and the restoration of water levels,
the Grandmother Flowage fishery is open again.
Last September,
Grandmother Flowage Fishery was closed in order to
accommodate repairs to the dam. The project required
water levels to be drawn down 14 feet, and it left
the remaining fish in a concentrated pool that was
vulnerable to over harvest. Walleye, muskellunge,
northern pike, smallmouth bas, yellow perch,
crappie, and bluegill are all common at the flowage
and stakeholders agreed that the temporary closure
of the fishery was the means to protect these
species for future fishing enthusiasts.
Even though the temporary closure has been
frustrating for sportsmen, Dave Seibel, a fisheries
biologist with the Wisconsin Department of Natural
Resources, says that the closure helped to avoid any
long term negative impacts to the fishery. Everyone
can now grab their fishing gear and head our to the
fishery, but keep in mind that temperatures have
been fluxuating recently and ice conditions can
vary.

Wisconsin Tax Burden Declining

Over the past six
years, Wisconsin's strong record of tax reform through property
tax controls and income tax rate cuts has lowered the overall
burden on taxpayers.
In 1994, Wisconsin's state and local tax burden was ranked third
highest in the nation. In 2010 it was ranked ninth. It was
recently announced that our ranking for 2014 dropped to 16th
from 15th in 2013. Adding to the good news is that Wisconsin no
longer ranks among the top 10 states for income taxes, property
taxes, or overall taxes. |
There is a two-year
lag in these rankings due to the time it takes the
Census Bureau to compile the information. Wisconsin
can expect to improve more when updated rankings are
available, because of our continued property tax
controls and because the effects of the 2014 income
tax rate cuts are not fully reflected in these
figures yet (since the state tax figures are based
on FY2014 collections, and the effect of the tax
year 2014 rate cuts is partially reflected in
FY2015).
