Legislative Update

Joint Committee on Finance

Last week, the Joint Finance Committee voted to accept my proposal to prevent the expansion of 28 Commercial Motor Carrier Inspection Positions and Intrastate Motor Carrier Regulation saving Wisconsin taxpayers $3.8 million. Creating more government jobs and adding more red tape to business is not the way we will grow Wisconsin's economy. My focus throughout the budget process has been to seek out unneeded government positions and reduce the level of bonding. I am currently reviewing plans to construct a new Department of Transportation building at the cost of almost $200,000,000 in bonding to the tax payer. It is my intent to propose postponing project approval until the next biennial budget so that further review can take place and other solutions be explored which could provide significant savings to taxpayers.

Assembly Bill 85

Yesterday, I along with many members of the assembly voted to pass Assembly Bill 85 which I co-authored. The intent of AB 85 is to bring a memorandum to empower local Milwaukee County voters to decide on whether to reduce the size and pay of the Milwaukee County Board of Supervisors. This legislation will also help remove ambiguous terms and sentences so that the power between the County Board and County Executive is clearly defined.


With Milwaukee County being a major economic driver in Wisconsin the changes that this bill makes to the powers of the county board and county executive will help create efficiency. By increasing efficiency in the governance structure in Milwaukee County we will in turn help the entire state of Wisconsin.


The reform of the Milwaukee County Board has been called for in the past when a referendum in 2012 found 80% of voters believed that significant reforms were needed. 12 of the 19 communities in Milwaukee County voted on this question while the rest were not allowed because the County Board refused to allow the question on the ballot. This is not an uncommon occurrence unfortunately as cuts in supervisor pay determined by the people through a referendum have been stifled in the past by the board.


We broke the continued refusal of the board to listen to Milwaukee voters yesterday when we passed AB 85. For those constituents in Milwaukee County, I encourage you to continue letting your voices be heard by voting on the memorandum in spring of 2014.
