Growing Opportunities for Wisconsin Business 


This past floor session on November 12, the Assembly passed Assembly Bill 206/Senate Bill 188, the Growing Opportunities Bill. 

In 2014, Wisconsin began a pilot program for growing and processing hemp with the help of the 2014 federal farm bill. Participation in the program exceeded expectations, and each year the number of applications to the Department of Agriculture, Trade and Consumer Protection (DATCP) have continued to increase. 

With the passage and implementation of the 2018 federal farm bill, Wisconsin has the opportunity to ensure the continued success of the state's hemp crop, and help bring a comeback to Wisconsin farmers. 

Assembly Bill 206, for which Rep. Allen's vote was "Yes," created a framework for DATCP to transition the current pilot program into a permanent one. This legislation makes necessary changes, while expanding opportunities for Wisconsin farmers to grow and succeed with the expansion of crop and planting opportunities. 

The bill now goes to the Governor. 

 West Waukesha Bypass Project Update 


For the past several years, Rep. Allen has been communicating closely with the Wisconsin Department of Transportation (DOT) and other stakeholders to push for timely completion of the West Waukesha Bypass.  Unfortunately, the project was unable to dodge one of the wettest Septembers on record, and then the cold and snow hit on October 31.  Here is what we know about potential project delays: 

-A key facet of the Bypass hinged on the construction of a box culvert south of Madison Street in Waukesha. The wet weather in September caused this area to flood and slow completion.

-The DOT's goal is to finish the culvert by Thanksgiving, and if the weather cooperates, there is still a possibility that the project's full road surface may be completed.  They are focused on completing mainline pavement.

-If the weather is uncooperative, the DOT is working on a contingency plan to have a temporary surface installed, with one lane in each direction of the Bypass.

-In either instance, sidewalks and landscaping will not be completed this year.

The Beer with Scott format is simply pre-scheduled, one-on-one, ten-minute meetings with constituents right before the Thursday Night Football game.  We saw a great response last fall, and want to continue these productive interactions.
