Dear Friends and Neighbors,

It's hard to believe it's nearly June, and that means the June 10th cut off is just around the corner for COVID-19 related information mass communication from my office.  There will likely be only one to two more eUpdates before that date. I will continue to post information on Facebook and my webpage.

This week's update contains informaton on the Wisconsin Rental Assistance Program (W.R.A.P), local government aid grants, and more.

It looks as though we have a lovely weekend in store for us so I hope you take advantage of it and get some fresh air while remembering to practice safe social distancing.

Rental Assistance Program

Last week, Governor Evers announced the Rental Assistance Program, which will provide grants of up to $3,000 to help Wisconsinites pay for rent and security deposits. All payments will be made directly to landlords. Eligible applicants must have a household income at or below 80% of the county median income in the month of or prior to the application date. Eligible applicants must also provide documentation showing that they’ve had significant loss of income due to COVID-19 and are unable to pay their rent.

Dane County residents should contact Community Action Coalition for South Central Wisconsin, Inc. to inquire about the application process. They can be reached at (608) 246-4730. LocalGovtReimbursement_Facebook.pngRoutes to Recovery: Local Government Aid Grants

Earlier this week, Governor Evers announced aid grants for local governments. These grants will be provided to all units of local government to reimburse for costs incurred during the COVID-19 pandemic. The grants will cover reimbursements for several categories, including purchases of personal protection equipment, cleaning and sanitizing supplies, testing and contact tracing costs, and emergency operations activities. The amount each local government will receive is based on population. No less than $5,000 will be provided, regardless of the size of the population.

The City of Madison will receive a grant of $4,156,240, City of Middleton will recieve a grant of $336,742, City of Verona will recieve a grant of $202,276, and Dane County will receive a grant of $8,735,631. DHS Announces Funding for Health Clinics

Yesterday the Wisconsin Department of Health Services (DHS) announced $10 million in funding for health care providers serving the state's most underserved populations. The funds, provided through the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act, will reimburse clinics for expenses stemming from the COVID-19 pandemic.

Rural health clinics, tribal health clinics, community health centers, and free and low cost clinics are all eligible for this funding. An application will evaluate the expenses a clinic has incurred that are both related to the COVID-19 pandemic and not eligible for reimbursement from other funding sources such as private insurance or Medicare and Medicaid. Related expenses may include costs associated with the implementation of telehealth services, loss of revenue from a decrease in visits, the cost of purchasing equipment and supplies such as PPE, and costs associated with staffing such as hazard or overtime pay. Applications will be accepted starting June 5 and must be submitted by June 30.

Elections Commission to Send Absentee Ballot Request Forms for November Election

The Wisconsin Elections Commission has approved spending $7.2 million in federal CARES Act funding, including a $4.1 million block grant program to help local election officials and voters prepare for Fall 2020 elections amid the COVID-19 pandemic.

The $4.1 million block grant program will help municipalities deal with significant unbudgeted expenses for fall elections like postage and envelopes due to high demand for absentee ballots at the Spring Election, when nearly 1.16 million ballots were cast by mail.

In addition to giving block grants to municipalities, the WEC will send an informational mailing to approximately 2.7 million registered voters later this summer about their voting options for November, including an absentee ballot request form and a return envelope.  The Commission will consider final plans for the mailer at its June 10 meeting. 

The voter mailing is designed to inform voters who have not already requested an absentee ballot for November about their three voting options, including absentee voting by mail or in-person at the clerk’s office and voting at the polls on Election Day, Wolfe said.

For most voters the MyVote.wi.gov website is the easiest way to make their absentee ballot request any time prior to October 29, 2020, while for other voters who are not comfortable with or do not have access to technology having access to a paper form will be their best source of information.  MyVote.wi.gov is also where voters can register to vote, find their polling place, view a sample ballot, or contact their municipal clerk to learn about in-person absentee opportunities.
