Thank you for taking the time to read this week's e-update. I always strive to include information you find interesting and informative as it relates to my work in Madison and the 60th Assembly District.

My most important goal remains serving you, my constituents. Helping you find solutions to difficult problems when it seems like the state is unresponsive is the single greatest reward for my staff and me. I take constituents' input seriously and continually work hard on your behalf.

I always have your thoughts and concerns in mind when deciding whether or not to support legislation. Furthermore, I appreciate when you take time out of your schedules to contact me.

This week's survey question

Expungement reform in Wisconsin has been introduced relating to certain types of crimes. The goal of expungement is increased employment opportunities and access to housing for individuals that have reformed their lives. The issue of marijuana possession continues to be at the forefront of public policy throughout the country and I am interested in getting your feedback with regards to expungement for marijuana possession.

Survey Results

Thank you to everyone who participated in last week's survey relating to unemployment insurance. In total, 110 individuals responded to last week's survey question. I appreciate the outstanding participation in these surveys, as they allow me to better represent you, the people of Wisconsin's 60th District. Your feedback helps me better ascertain which issues are of greatest importance to you and how to approach legislation on a myriad of topics.

51 percent of respondents opposed providing unemployment benefits to employees with a proven track record, during their "off-season." Conversely, 37 percent of respondents believed that seasonal employees should be eligible to receive these benefits. 

12 percent of participants responded "other."

Some of the responses from those who selected "other," are as follows:

"I think they should receive benefits but at a reduced rate."

"Seasonal employees must be searching for work during the off-season."

"We should not be providing these individuals with unemployment benefits during a time when we have record-low unemployment."

Assembly Bill 89

This week, I testified before the Assembly Committee on Campaigns and Elections, on Assembly Bill 89, relating to the filling of vacancies in village and city offices.

Assembly Bill 89 was drafted at the behest of a municipality in the 60th Assembly District and clarifies state statutes relating to the filling of vacancies in elected offices. 

This legislation, in addition to clarifying statutes, applies the same procedures for filling vacancies to villages as cities--they currently have different requirements. While the bill reorganizes statutory provisions--an attempt to make the bill language more fluid--it maintains current law specifying when a special election to fill a vacancy in a city or village office, may be held. 

Assembly Bill 89 provides that a vacancy in a city or village office may be:

1. Filled by appointment for the duration of the unexpired term

2. Filled by the appointment until a special election is held, as ordered by the city council or village board

3. May remain vacant until an election is held. 

My office worked closely with local municipalities throughout the state, the Wisconsin Elections Commission, League of Wisconsin Municipalities, and City of Milwaukee, to craft a state-of-the-art bill.
