With all of the changes and inconveniences to our lives due to COVID-19, I want to thank those citizens that don't get to benefit from all the extra precautions like the rest of us. Monday, along with State Senator Feyen, I was able to show appreciation to one of those groups, the City of Fond du Lac Police Department. Unfortunately, crime doesn't rest, and people in need is a constant. The officers led by Chief Bill Lamb recently received an honored designation of being accredited by the Wisconsin Law Enforcement Accreditation Group. Of the 560+ law enforcement agencies in the state, the FDLPD is only the 38th to receive this accreditation. Thanks to our local officers, who were able to receive this recognition for being at the top of their field!

Coronavirus Updates

US Department of State Travel Advisories

The U.S. Department of State has advised all U.S. citizens to forgo any form of upcoming foreign travel. Today it issued a Global Level 4 Health Advisory. It has also advised U.S. citizens who are currently abroad to arrange for immediate return to the states.

 

Governor Policy Changes

On Tuesday, Governor Evers mandated that all restaurants and bars are to be closed down. Any to-go/delivery are still allowed. Furthermore, gatherings of more than 10 people are prohibited. Exemptions: grocery stores, airports, public, private, and charter schools only for non-instructional purposes, such as medication pickup, childcare services, providing meals, and when operating as polling places..., childcare locations, military and National Guard facilities, law enforcement, jails, correctional facilities, food pantries, shelter facilities, day centers, detoxification centers, residential buildings, hospitals, medical facilities, pharmacies, long-term care and assisted living facilities, libraries, office spaces and government service centers, manufacturing, processing, distribution, and production facilities, public transportation, utility facilities, job centers, and facilities operated by the Wisconsin Legislature and Wisconsin Court System.

Wisconsin Department of Motor Vehicles

The Wisconsin Department of Transportation has announced a series of changes to its in-person operations, beginning with statewide closures of all DMVs on Friday, March 20 for a deep cleaning of each location.
- Beginning Monday, March 23, all DMVs will require those seeking new driver’s license or ID cards to schedule an appointment.

- Licenses and CDLs that are set to expire during this public health emergency will be automatically extend for 60 days.

- All drivers skills tests are canceled until further notice is provided.

 

Department of Children and Families

The Department of Children and Families (DCF) was granted waivers  to certain rules detailed below to give providers and families additional flexibility in seeking child care.

Child care providers may receive new requests to provide child care services for additional school age children due to school closures when families must continue to report to their work activity. Therefore, several child care regulations will be waived in order to address the emergency needs of child care program capacity to serve children and to recognize the needs of child care programming to remain available.

DCF has requested waivers to provide families with Emergency Wisconsin Shares eligibility determination and child care authorizations to expedite payment directly to child care programs for a portion of the cost of child care. Families that do not currently receive Wisconsin Shares can request an authorization during the emergency period by contacting the local county/tribal Wisconsin Shares agency HERE. Parents can select any regulated child care program.

Eligible Wisconsin Shares recipients will have their authorizations continued to support continuity of care and ensure payment continues to regulated child care programming, regardless of child attendance or absence.

Fond du Lac County Construction Updates

WI 23 Expansion

- Location: Near Seven Hills Road in town of Empire to the east county line at Division Road in town of Forest

- Schedule: Spring 2020 to Fall 2021

- Description: This work is part of the WIS 23 4-lane, on-alignment expansion project scheduled for 2019-2022 in Sheboygan and Fond du Lac counties. This middle section of the overall project includes the complete construction of additional lanes. Work involves grading, drainage culverts and inlets, aggregate base, concrete pavement, WIS 23 westbound structure over the Sheboygan River, Old Plank Trail structure over the Sheboygan River, County G structure over WIS 23, diamond interchange at County G, wetland mitigation site, and other incidental items of work.

- Traffic Impact: WIS 23 will generally remain open to one lane in each direction on either the existing lanes or added lanes. There will be four nighttime closures for construction of two culverts near Triple T Road (south) and Hillview Road. See project website for specific dates. County G will be closed and detoured for much of construction. There may be short durations when WIS 23 traffic is reduced to a single lane with flagging operations.

- Detours: The four-night WIS 23 detour will follow County U, County T, County K, County V, and US 151. The County G detour will follow County C, County P, County A, and County T.

WI 67 Resurfacing 1

- Location: Triple S Road in village of Campbellsport to Division Road (Sheboygan/Fond du Lac County line)

- Schedule: May to November 2020

- Description: Construction includes a mill and overlay of the existing pavement, reconstruction of the US 45/WIS 67 intersection, beamguard repair or replacement, culvert pipe replacement, frost heave repair, and replacement of a retaining wall. 

- Traffic Impact: There will be short-term closures of WIS 67 for construction a retaining wall near River Road south of US 45 and a for culvert replacements north of US 45.

- Detours: WIS 67 south of US 45: County Y to US 45 to WIS 67. WIS 67 north of US 45: County B to US 45 to WIS 67

WI 67 Resurfacing 2

- Location: WIS 67 from Golden Corners Road (Dodge/Fond du Lac County line) to Baumann Street in the village of Campbellsport

- Schedule: Three to four weeks in between May and July 2020

- Description: Crews were not able to complete the resurfacing project in 2019 due to unfavorable weather conditions. Three to four weeks of construction will carry over to summer 2020. Carryover work includes milling and paving, pavement markings, grading and beamguard.

- Traffic Impact: WIS 67 will remain open to traffic using lane closures and flagging operations.

- Detours: None projected at this time
