Many were expecting a vote on SJR 3 this afternoon. However, the Assembly will be putting off a vote to ensure we fully understand this action's fiscal impact. We want to make sure that we will not hurt Wisconsinites as late yesterday evening, we received information from the Legislative Fiscal Bureau that showed it could potentially jeopardize federal funds from the Coronavirus Relief Bill for our elderly and low income.  It is essential to make sure we do not take food from some of our most vulnerable citizens' mouths or hurt our taxpayers to the tune of possibly $50 million a month.

AB 4 & AB 5 Pass on the Assembly Floor

Today the Assembly passed AB 4 with an overwhelming majority of 90-1. AB 4 authorizes pharmacy technicians to administer vaccines. Also, under the bill, any health care provider who is authorized to administer vaccines may supervise pharmacy students who have completed two years of pharmacy school while they administer a vaccine.

 

AB 5 passed as well in a vote of  57-36. This bill requires the Department of Health Services to include in the highest level of priority for SARS-CoV-2 vaccine individuals aged 60 or older. The bill requires DHS to develop a plan for vaccinating the general public against SARS-CoV-2 beginning when the supply of vaccine in the state satisfies the demand of the populations recommended for priority in the ACIP recommendations but no later than March 15, 2021. DHS must develop and submit the plan to the standing committees of each house of the legislature with jurisdiction over health issues by February 28, 2021. DHS must implement a single, efficient, statewide, centralized, and publicly available platform for identifying populations eligible to receive the vaccine, disseminating information about receiving the vaccine, and allowing those in eligible populations to make appointments to receive the vaccine through means that meet privacy requirements. The bill also requires DHS to take action on any vaccinator application within 10 days of receipt.
