Assembly Committee on Mental Health

Today we held a public hearing in the Mental Health Committee. In my committee, we listened to two bills AB 193 and AB 210.AB 193:

This bill requires the Department of Health Services to award grants to
organizations or coalitions of organizations, including cities, villages, towns,
counties, and federally recognized American Indian tribes or bands, for 1) training staff at a firearm retailer or firearm range on how to recognize a person that may be considering suicide; 2) providing suicide prevention materials for distribution at a firearm retailer or firearm range; or 3) providing voluntary, temporary firearm storage. A grant recipient must contribute matching funds or in-kind services having a value equal to at least 20 percent of the grant amount

AB 210: This bill requires the Department of Health Services to award grants to organizations or coalitions of organizations, including cities, villages, towns, counties, and American Indian tribes for suicide prevention programming. A grant recipient must contribute matching funds or in-kind services having a value equal to at least 20 percent of the grant amount.

Assembly Committee on Corrections

Today, I also attended the Committee on Corrections in which we heard testimony on two bills.

I was able to testify on my bill, AB 228, along with Senator Jacque. AB 228 relates to excluding time for evaluation and treatment of certain medical conditions from the time limit for emergency detention without a hearing. For a simpler explanation see my testimony below:

The second bill was AB 211 relating to the operation of drones over correctional institutions.

Current law prohibits the operation of a drone over a correctional institution. Any person who violates this prohibition may be required to forfeit not more than $5,000. Under this bill, the prohibition does not apply to those who are operating a drone over a correctional institution with the express authorization of the secretary of corrections or his or her designee.

Assembly Committee on Campaigns and Elections

Tuesday, Rep. Tittl testified before the Assembly Committee on Campaigns and Elections on AB 170.

This bill will create more transparency with future elections and recounts, as the bill would make the distance for observers to be no more than 3 feet from the election material, which is how the 2020 recount was conducted in Madison.

This bill ensures that observers are able to see the material in a fair and transparent manner as it was clear based on the Milwaukee recount being 8 feet or further is difficult to ensure ballots or applications had the proper markings. 

This bill also provides a penalty for obstruction or interference of an observers ability to witness the process. 

Finally, it ensures no one may wear campaign-related material, as "merchandise" can be seen as intimidating for either party.
