Authorship of LRB-3565/1: Providing additional funding for the Transitional Jobs program and the Transform Milwaukee Jobs Program.

This week, I introduced legislation that will provide additional funding for and strengthen the Transitional Jobs program and the Transform Milwaukee Jobs program.

Transitional jobs are short-term subsidized employment opportunities aimed at getting marginalized workers into the productive workforce.  This bill will expand the program, which began in 2010, to meet existing demand in both Milwaukee and other high needs areas of Wisconsin.  Total funding for the program will increase to $15 Million annually.

According to the Wisconsin Department of Workforce Development, Milwaukee County had a 5.4% unemployment rate as of August of this year, compared to the statewide average of 4.4%, which ranked the county 65th out of 72 counties.

Furthermore, the poverty rate in Milwaukee County has increased since 1960, according to the United States Census Bureau.  In 1960, Wisconsin had the fourth lowest estimated poverty rate of 9.8%.  By 2013, the poverty rate was 21.6%, an increase of 120%, which ranked Milwaukee County as being second most impoverished county in the state.  Milwaukee County also had a median household income of $43,193 in 2013, which was well below the statewide median income of $52,413.

The best path out of poverty and into the middle class is through work.  Strengthening transitional jobs programs in Wisconsin will continue to enable citizens to work, earn wages, and join the middle class.

Lastly, the Transitional Jobs Collaborative has brought together a diverse set of partners to make the program a success, including, but not limited to, the Archdiocese of Milwaukee, Community Advocates, the Interfaith Conference of Greater Milwaukee, MICAH, NAACP, and the United Way of Greater Milwaukee.  This eclectic effort demonstrates that this is an important issue for many groups.  Moreover, transitional jobs programs have been supported by legislators on both sides of the aisle.  I am happy to work hard on this bi-partisan issue to make our community and state stronger and more prosperous.
