As your State Senator, I represent all of Kenosha County as well as the town and city of Burlington in Racine County. Having been born and raised in this district, I strongly believe that the most important part of my job is serving you, my constituents.
In the Legislature, I have worked hard over the past 13 years on numerous initiatives. As a fiscal conservative, I try
to cut spending in many different areas, and led the charge to reduce income taxes by indexing the income tax brackets to the rate of inflation.
As your State Senator, I have worked on many important initiatives like SeniorCare, a prescription drug benefit for Wisconsin seniors to reduce the costs of their lifesaving prescription drugs, and the Home Owners Property Tax Exemption (HOPE) which can reduce the average property tax bill by over $500.
During the budget cycle we were able to preserve our commitments to education, cut social security taxes on seniors while protecting our natural resources, and continue focusing on growing our economy.
As this legislative session continues I hope we refocus and discuss issues that really matter; the issues we discuss while sitting around our kitchen tables. We need to concentrate on reducing property taxes, expanding health care coverage while preserving the levels of service we have come to expect from our government.

Wirch Will Join Other Legislators Taking Furloughs to Assist in Helping Resolve the State Budget
Deficit
Faced with a $6.6 billion budget deficit the State Legislature was faced with difficult choices in the 2009-2011 State of Wisconsin Budget. Every state agency, including the Legislature are forced to make cuts.
The state constitution does not allow legislators to be furloughed, but I will write a check to give back what other employees are being asked to give up.
The State Senate has proposed making additional cuts through staff furloughs. Each member of my staff will take an 8 day unpaid furlough for each of the next two years the same as other state workers.

Senate Passes Wirch Bill to Provide Convenient Emission Testing Locations
Madison –Today, the Senate passed Senate Bill 505 authored by Senator Wirch (D- Pleasant Prairie) that will allow for private dealerships or repair facilities to conduct auto emission testing and give motorists more convenient testing locations. Currently emission inspections are required by the federal government on cars and most trucks in Kenosha, Milwaukee, Ozaukee, Racine, Sheboygan, Washington, and Waukesha counties because those areas violate federal standards for ground-level ozone. Senate Passes Wirch Bill to Require Shareholder Approval of Corporate Expenditures
Madison- Today, the Senate passed Senate Bill 540 authored by Senator Wirch (D- Pleasant Prairie) that would ensure that a majority of a corporation’s shareholders approve of independent expenditures before they are made. This legislation will help address concerns relating to corporate spending in political campaigns and will help add transparency to the decision making process that determines how a shareholder’s money is spent. Senate Bill 504, authored by State Senator Bob Wirch, was signed into law by Governor Doyle during a ceremony held in the Capitol today. The bill passed both the Senate and Assembly and updates the provisions of 2007 Wisconsin Act 189 which established the original regulatory framework for Professional Employer Organizations or PEOs.
