Background:
The Warren-Knowles Stewardship program was created in 1989 to preserve valuable natural areas and wildlife habitat, protect water quality and fisheries, and expand opportunities for outdoor recreation. 

Outcome: 
Provisions to let bureaucrats close public lands to activities like hunting and fishing, or ban public access entirely were inserted and then promptly removed in the face of vehement public outcry.  Enacted into law is language killing a requirement on the DNR to make maps publicly available and post signs on the land.
