3 p.m. to midnight on Friday, noon to Midnight on Saturday, and noon to

Polish Fest

Description: Do not miss America’s largest Polish festival as

Lakefront Festival of Arts

Description: The 50th annual Lakefront Festival of the Arts is a
three-day showcase of paintings, ceramics, fiber, metalwork, jewelry,
and more. Featuring 176 jury-selected artists from across the nation,
the festival raises funds that help the Milwaukee Art Museum acquire new
works for the Museum’s permanent collection. Attractions will include
live music and entertainment, the Milwaukee Magazine Wine Garden, the
sculpture garden, the PNC Children’s Experience, a Posters of Paris sand
sculpture, and a silent auction. Admission to the festival is $15, but

Juneteenth Day

date that slaves in Galveston, Texas heard the news of the Emancipation
Proclamation. The 2012 street festival features kid games, exhibits,

variety of musical groups. Soul food and other festival favorites are

Greek Fest

Description: Attend the 47th annual Greek Fest at the State
Fairgrounds. This event will feature a variety of entertainment,
including live Greek music, games, authentic dance performances, and
rides for the kids throughout the weekend.
The traditional performances are popular, but the biggest draw at this
festival is the food. The Friday fish fry is a staple, along with
authentic Greek chicken, souvlaki, gyros, saganaki, lamb dinners, and
loukoumathes (deep fried dough balls drizzled in honey). Admission is

Moving Wisconsin Forward
With
the power change in the Senate, the people of Wisconsin have put the
brakes on the extreme policies and politics that resulted from
unilateral Republican control over the past 18 months. Wisconsin now has
the opportunity to restore balance to our government by setting a new
course. This path should encourage swifter economic recovery, better
reflect our shared values, and aim to heal our divided state. I am
calling on the governor and Assembly to work with the Senate to help get
Wisconsin moving forward. Below are just a few of the priorities that
need to be addressed.
Jobs & Economy
The numbers do not lie. While the nation has added jobs every month for 17 straight months and neighboring states all posted job gains this past year, Wisconsin has fallen tragically behind. A nationwide report released by the federal Bureau of Labor Statistics shows Wisconsin lost 12,500 jobs from January 2011 to January 2012, more than any other state over the past year. In fact, Wisconsin is one of only six states to lose jobs in the past year, and our job losses are more than three times higher than the next state on that unfortunate list. We need to get Wisconsin moving in the right direction with the rest of the nation when it comes to job creation and economic development. Below is a list of just some legislative proposals that that could help get Wisconsin moving on job creation:

Expand the Workforce Advancement Training Program and create grants to assist local businesses with expanding and diversifying (SB 316/AB 431)
-
Direct the Wisconsin Economic Development Corporation to develop, implement, and fund a program to link businesses that need more qualified workers with Wisconsin's technical colleges so they can provide the necessary training for those businesses to grow (AB 575)
-
Give the Wisconsin Economic Development Corporation the authority to award grants to Wisconsinites trying to qualify for income and franchise tax credits to improve or expand their business (AB 90)
-
Increase the amount of tax credits available for dairies to continue modernizing facilities and employ workers for these projects (SB 120/AB 186)
-
Use unexpected surplus transportation funds to restore cuts to our mass transit systems ensuring neighbors can continue commuting to their jobs each day (SB 436/AB 577)
Education
The choices we make regarding education in Wisconsin will play a significant role not only in the success of our children, but also in determining the economic success of our state and local businesses. In his budget, Governor Walker chose to cut education by $1.6 billion. The negative impact of these cuts can already be seen in communities across Wisconsin through decreased educational opportunities, teacher layoffs, increased class sizes, and school closures. Additionally, most schools expect to see a second round of severe budget cuts for the next school year.
This attack on education does not represent Wisconsin's values and runs counter to our aim of increasing job creation and economic vitality. It is time that we work together on initiatives that invest in all levels of education and ensure that those education dollars are being spent wisely. Below is a list of just some of the legislative initiatives that that could help get Wisconsin's K-12 and higher education systems back on track:

Implement Superintendent Evers' "Fair Funding for our Future" plan
-
Implement the School Accountability Task Force's recommendations by introducing legislation aimed at creating a unique accountability plan that would be required of all schools that receive taxpayer money
-
Hold voucher schools to the same educational standards as public schools, such as providing quality services for children with disabilities and requiring licensure of teachers
-
Develop grants for technical colleges to provide additional training in advanced manufacturing skills (SB 40/AB 97)
-
Reinstate legislation to ensure Wisconsin's youth receive comprehensive sex education that includes information about both abstinence and contraception, which 87% of voters support and helps reduce unplanned pregnancy and transmission of STDs
Accountability and Transparency
As Wisconsinites, we have sought to
preserve accountability and transparency in our government since the
days of fighting Bob LaFollette a century ago. This is illustrated by
our laws requiring open meetings and records, and thoughtful checks and
balances in our government structures.
Regardless of which party is in control, it is always better to error on
the side of more accountability and transparency, not less. Below is a
list of just some of the proposals I would like to see progress to
increase accountability and transparency in state government on behalf
of all Wisconsinites:

Track all state agency operation expenditures exceeding $100 on a public, searchable Internet Web site (SB 565)
-
Create efficiencies and tax savings by having a nonpartisan audit of large state agencies every five years (SB 506)
-
Require our State Legislature to comply with existing open meetings laws by adopting a constitutional amendment (AJR 52)
Whether its education, the economy, government accountability, or other state issues, the Legislature offers a free email notification system that alerts subscribers of legislative activities relating to issues they have identified as important. This is an excellent way to keep informed about the issues that are important to you as they progress through the legislative process.

Increasing Transparency for Legal Defense Funds
This past Friday, I signed onto the Legal Defense Fund Transparency Act, legislation aimed at encouraging greater accountability and transparency by our elected officials. This bill would establish strict disclosure requirements for donations to and expenditures from legal defense funds created by elected officials.
According to the Government Accountability Board, Wisconsin Statutes permit a state government official who is being investigated for or charged with a violation of campaign finance laws or prohibited election practices to establish a legal defense fund. The expenditures in this fund can then be used to support or defend the candidate while that person is being investigated for, charged with, or convicted of a violation of those chapters.
The Legal Defense Fund Transparency Act (LRB 4300) contains reasonable, commonsense disclosure requirements, including:

Any official who transfers money from a campaign account to a legal defense fund must disclose which donor or donors consented to have their donation transferred to the defense fund and the amount authorized by the donor within seven days of making the transfer
-
Any official who receives a direct donation to a defense fund must release the name of the donor and the amount of the donation within seven days of receiving the donation
-
Any expenditure from the defense fund to pay for legal bills for the official who created the fund or for the legal bills of the official’s agent must be disclosed within seven days

The need for this legislation has
become increasingly evident in recent months as Governor Walker has
refused to provide the public with information about the money being
funneled in and out of his legal defense fund. The existence of this
fund was not known by the public until March 2012. Additionally,
Governor Walker has yet to disclose to the people of Wisconsin who is
paying for his legal bills and if anyone else is benefiting from the
donations made to his legal defense fund.
It is our hope that Governor Walker will lead by example and voluntarily
disclose this information to the public. Wisconsin has a proud tradition
of transparent government that has been severely tarnished during the
last 18 months and we believe that action by Governor Walker is
necessary to restore this reputation.
Reforming Our Elections
During
the past few years, it has become increasingly apparent that our
elections are being hijacked by special interests. Much of this is a
result of the recent Citizens United v. Federal Election Commission
Supreme Court decision, which allows corporations to make unlimited
contributions to political campaigns.
Since the decision was handed down, spending on political campaigns has exploded, jeopardizing the integrity of our elections. Instead of the people choosing the best representative for their community, our elections are now vulnerable to being sold to the highest bidder.
The influence of special interests was especially noticeable in the most recent recall elections, particularly with the gubernatorial race. In this single race, over $63 million was spent with $3.9 million being spent by Tom Barrett, $30.5 million being spent by Scott Walker, and nearly $29 million being spent by non-candidate groups.
In an effort to help ensure that our long-standing tradition of transparent, accountable government continues in Wisconsin, I supported a number of legislative initiatives this session to help reform our elections and ensure that those in office are working on behalf of the voters, not their donors. Please continue reading for a brief description of just some of these initiatives:

Strengthen Campaign Finance Laws (SB 446) – Brings transparency to all campaign expenditures within 60 days of an election through constitutional reporting requirements
-
ALEC Accountability Act (AB 621) – Decreases the influence of special interests that draft and push model legislation by having them follow the same guidelines as other lobby groups and prevents using tax dollars to help fund this corporate front group
-
Independent Redistricting Commission (SJR 68) – Changes our Constitution by reassigning redistricting responsibility from the Legislature to an independent redistricting commission to prevent gerrymandering and using the process to prevent voters from holding their elected officials accountable
-
Comprehensive Court Reforms (Multiple Bills) – Increases transparency and reduces the role of partisan politics in judicial elections through legislation created during the 2010 Interim Legislative Council Study Committee on Judicial Discipline and Recusal
Update on IDs for Voters
In
March 2012, 2011 Wisconsin Act 23 was ruled unconstitutional and two
separate Circuit Court judges ordered government officials to halt
requiring voters to present a valid photo ID when casting their vote. It
was stated in the ruling that 2011 Wisconsin Act 23 carried a severe
risk of disenfranchising voters and was suspended based on the vital
public interest at stake in allowing full participation in elections.
This controversial legislation also contains several provisions not
related to presenting valid photo identification while voting, including
changes to Wisconsin’s laws regarding residency and absentee voting.
These provisions are still in effect. While the merits of this law are
being examined, the Wisconsin Department of Transportation will continue
to provide free state ID cards to Wisconsinites.
This court ruling remains in the appeals process, meaning that current
procedures may change based upon whether the courts irrefutably
determine 2011 Wisconsin Act 23 to be constitutional or
unconstitutional. I will keep you updated on any changes regarding
implementation of 2011 Wisconsin Act 23.

I
often have neighbors contact me looking for my perspective on various
local and state issues. I very much appreciate our neighbors' questions
and want to dedicate a portion of my newsletter to common questions that
I hear to maintain an open dialogue. Please continue reading for this
week's question.
Q: I get way too many political phone calls during election season. How can I be removed from call lists?
A: As you may know, the Wisconsin
Department of Agriculture, Trade, and Consumer Protection maintains a No
Call List of individuals who do not wish to be contacted by
telemarketers in their homes. However, the No Call List does not cover
calls made for noncommercial purposes, such as calls from politicians,
advocacy groups, or campaign organizations. While these groups are not
required to keep organization-specific Do Not Call lists like
telemarketers, many do, and it is possible to request removal of your
phone number from their contacts.
Unwanted phone calls can be frustrating, particularly when you are
receiving many calls from a variety of groups. Political organizations
and candidates running for office are not allowed to coordinate call
lists, making comprehensive removal from call lists difficult, as there
is no "master list." This ban on collaboration was created to try and
maintain integrity in our campaign finance laws. In addition,
mass-callings can be contracted out to companies rather than performed
by the actual group or campaign.
This past session, legislation was introduced in the Assembly to change
state regulation of telephone solicitation. Assembly Bill 111 was
introduced on April 27, 2011, and would have prohibited the use of
prerecorded telephone messages to individuals who registered on a state
no-call directory. However, the bill did not reach a vote before session
ended in March and would need to be reintroduced next year.

It's CPR Awareness Week
National CPR Awareness Week runs from June 1 through June 7 and aims to encourage all of us to learn Hands-Only CPR. According to the American Heart Association, Hands-Only CPR, which is CPR with just chest compressions, has been proven to be as effective as CPR with breaths in treating adult cardiac arrest victims. Infants, children under eight years old, and victims of drowning or respiratory issues still need conventional CPR with chest compressions and breaths.
Cardiac arrest occurs when electrical
impulses in the heart become rapid or chaotic, which causes the heart to
suddenly stop beating. If not treated within minutes, it quickly leads
to death. About 92% of sudden cardiac arrest victims die before reaching
the hospital.
Statistics show that if more people knew CPR, more lives could be saved
as immediate CPR can double or even triple a victim’s chance of
survival. Unfortunately, 70% of Americans may be helpless to act during
a cardiac emergency because they do not know CPR or their training has
lapsed. This is likely to have a significant impact on our loved ones as
four out of every five cardiac arrests occur at home.

Community Farmer's Markets
Support
our local economy this summer by frequenting one of Wisconsin's many
farmer's markets. According to the Wisconsin Department of Agriculture,
Trade, and Consumer Protection, there are many benefits to buying local
for producers and consumers alike, including:

Strengthens Our Local Economy – Buying locally increases employment, attracts businesses to the area and ensures more money stays within our own community.

Supports Family Farms – The number of family farms in Wisconsin are decreasing. We need to keep these local farmers in business so that we preserve Wisconsin's rural landscape and farming tradition.

Fresher Food – Local food is fresher than food shipped from other states and countries. Additionally, locally grown foods tend to contain fewer pesticides.

Decreases Farm to Table Distance – On average food travels 1,500 miles to reach a consumer’s plate. Decreasing food miles lessens the impact on the environment and our dependence on oil.

Enhances Connection Between Producer and Consumer – Buying locally provides consumers the opportunity to connect with businesses and learn more about their growing and management practices.

This family-friendly event allows neighbors to watch movies outdoors in the community for free. Neighbors may bring blankets, lawn chairs, and refreshments to this event. Milwaukee Trolley Loop
Now through Sunday, September 30
All aboard the Milwaukee Trolley Loop. This ride
offers Milwaukeeans and visitors alike a connection to attractions and
summer activities throughout West Town, East Town, the Historic Third
Ward, Jazz in the Park, farmer's markets, and more. Two trolleys will
service the route to offer 20-minute headways at designated stops. One
complete loop is 40 minutes. Service will run from 11 a.m. to 9 p.m.
Fare is $1 per person, round trip.

fashions, look for great deals on unique merchandise in downtown
Milwaukee. Along the way, shoppers will be treated to snacks, live
music, local entertainment, and free two-hour on-street parking.
