SENATE BILL 147, relating to payment of extended unemployment insurance benefits. I voted YES because the bill will provide another 13 weeks of unemployment pay for the long-term unemployed AND an amendment repealed the one-week waiting period that was created in the budget bill. The bill passed 30-3.
 
SENATE BILL 148, relating to new boundaries for legislative districts. I voted NO for several reasons. The map unnecessarily splits communities such as Beloit into two Senate districts. The map was clearly drawn to favor the majority party and once again continues the practice of politicians choosing their voters instead of voters choosing their politicians. The bill passed 19-14.
 
SENATE BILL 149, relating to congressional redistricting. I voted NO because the map was clearly drawn to favor the majority party and once again continues the practice of politicians choosing their voters instead of voters choosing their politicians. The bill passed 19-14.
 
SENATE BILL 150, relating to division of municipalities into wards and redistricting of supervisory and aldermanic districts and appointing a panel to hear challenges to the appointment of a congressional or legislative district, and hearing certain appeals. I voted NO. The bill passed 19-14.
 
This bill creates new language that changes the process of how apportionment in Wisconsin occurs. Normally, we have a "bottom up" procedure where local municipalities draw their wards, supervisory and aldermanic districts first. Once that is completed then the state takes that information and uses it to draw the new state-level legislative boundaries. This bill allows the state to set legislative and Congressional boundaries before local government completes its work.
 
SENATE BILL 144, relating to creating an exception to certain requirements in the creation of or amendment to a tax incremental financing district in the village of Pleasant Prairie. I voted YES. The bill passed 33-0.
