Normally, we have a "bottom up" procedure where local municipalities draw their wards, supervisory and aldermanic districts first. Once that is completed then the state takes that information and uses it to draw the new state-level legislative boundaries. This bill allows the state to set legislative and Congressional boundaries before local government completes its work.
