Using the Administrative Code Archive to Find Superseded Administrative Code
Material is inserted into and removed from the Wisconsin Administrative Code on a monthly basis in accordance with administrative rule orders promulgated by state agencies, as published in the Wisconsin Administrative Register. The Administrative Code Archive is organized by Register number and date. Each number and date listed in the archive is a link to any of the following that are available for that Register:
In addition, links for Register 482, effective March 1, 1996 to Register 544, effective May 1, 2001, are followed by: "See also the full register or the rules published."
"Full Register" is a link to the full notice section of the applicable Register. "Rules Published" is a link to the notices of the administrative rule orders published in that Register, each of which in turn contains a link to a copy of the final rule order referred to in the notice.
Currently, the Code Archive does not contain links to "full register" and "rules published" for Registers 545, effective June 1, 2001, and newer, but those full Registers, with links to the published rule orders, can be accessed from the Administrative Register Archive. Final rule orders published in Register No. 482, effective March 1, 1996, or more recently, can also be accessed directly by Clearinghouse number from the "Final Administrative Rule Orders Filed for Publication" link on the Administrative Code and Register web page.
If the user does not know the Register number or date when a change to an administrative code was made but knows the affected code chapter, or wishes to search for changes to a particular code chapter made over time, a search by chapter number will locate all versions of the chapter in the Code Archive. Type: name: "(chapter number)" (ex.: name: "NR 20") in the search box at the top of the page and click "Search". Clicking "Sort by Path" at the bottom of the results page will place the results in chronological order from newest to oldest. (Note that search results may contain text that in older documents contains incorrect spellings. This is due to the fact that this text is regenerated from scanned documents that are not 100 percent machine readable. However, linking to the document takes the user to an image of the original document, containing correct spellings, not a machine-read regeneration.)
Using Administrative Code History Notes to find Superseded Administrative Code
Each section in the Administrative Code is followed by a note indicating the history of rule-making that has affected that section. Each revision noted in a history note includes the Register date of the revision. Notes for revisions published in Register No. 546, effective July 1, 2001, and after, also include the Clearinghouse Rule number for each final rule order making a revision. Each Clearinghouse Rule number and each Register date in a History note is a link.
Links to Register dates Register No. 546, effective July 1, 2001, and after, take the user to a copy of the full notice section of that Register, which includes a link to the "Administrative Code Chapters Inserted and Removed by this Register" table for that Register. This table is a list of all chapters revised and published in that Register and contains links to both the version of the chapter that is removed and the version that is inserted by that Register.
Links to Register dates prior to Register No. 546, effective July 1, 2001, are to the corresponding Code Archive entry for that Register, which contains links to the full notice section of the Register, Rule Orders published in that Register, and Administrative Code chapters inserted or removed by that Register, as are available. (Not all materials are currently available for all Registers, with less material available for older Registers. However, material is being added on an ongoing basis.)
Links to Clearinghouse rule numbers lead to an "information page" for the rule that contains a complete history of the rule. The information pages include a link to an exact PDF copy of the Final Rule Order Filed with the Legislative Reference Bureau along with links to other documents filed and legislative journal entries for events occurring during the rule-making process.
