LHRO Staff Introductions

Amanda Jorgenson is the Human Resources Manager. Amanda has over 7 years of Human Resources (HR) experience in the public sector and over 12 years of experience in the legal field. Prior to working with the LHRO, Amanda worked at various other state agencies and law firms. Amanda obtained her Bachelor’s degree from Cornerstone University and her Juris Doctor (J.D.) degree from The University of Wisconsin Law School.

Mark Kaeppel is the Deputy Human Resources Manager.  Mark has over 26 years of HR and Human Resource Information Services (HRIS) experience with the Wisconsin Legislature and The Wisconsin Army National Guard.  Mark attended the University of Wisconsin and Lakeland College and has an Associate’s degree in Science as well as a Bachelor degree in Computer Science.

Lisa Maffet is a Payroll Officer in the LHRO.  Lisa has over 14 years of HR experience with the Wisconsin Legislature. Lisa graduated from UW-Whitewater where she majored in Liberal Studies and minored in Human Resources.  Lisa was an intern in the LHRO before she became a fulltime employee.

Heidi Sarnow is a Payroll Officer in the LHRO.  Heidi has over 13 years of HR experience with the Wisconsin Legislature. Before working with the LHRO, Heidi had developed some payroll and benefits experience through a local staffing firm.  Heidi obtained her BBA in Finance while attending UW-Whitewater.

Joye Monroe is a part-time Payroll Officer/Assistant in the LHRO. Joye retired from full-time status after 9 years of service in the LHRO. Prior to joining the LHRO, Joye had over 28 years of experience in payroll, employee benefits, and human resources administration with a private sector company.
