97-8 Wisconsin Lottery, Department of Revenue

Summary


We have completed a financial audit of the Wisconsin Lottery for fiscal year (FY) 1995-96 to meet our audit requirements under s. 13.94(1)(em), Wis. Stats. Under 1995 Wisconsin Act 27, the Wisconsin Lottery transferred from the Gaming Commission, which was subsequently restructured as the Gaming Board, to the Department of Revenue (DOR) effective July 1, 1996. To facilitate the transfer, a memorandum of agreement between the two agencies was signed in August 1995. Under this agreement, the transfer took place immediately, and DOR agreed to manage and operate the Wisconsin Lottery in FY 1995-96.

This report provides the financial statements for the Wisconsin Lottery. We were able to express an unqualified opinion on the Wisconsin Lottery’s FY 1995-96 financial statements. An earlier program evaluation (report 97-2) presented information on the management of the Wisconsin Lottery, including factors affecting lottery sales and privatization efforts. To reflect the separate management responsibilities for the financial statements and for responding to any recommendations communicated to the agencies through interim memoranda, the financial activity of the Gaming Board, including the Racing, Indian Gaming, and Charitable Gaming programs, will be included in a subsequent report.
