Friends and Neighbors,

I was elected by the 57,000 people who reside in the 48th Assembly District to be their voice in the State Capitol. As I knock on doors all throughout the district, the people's message is clear: pursue an unapologetic, progressive agenda, and try and get things done.

I carry that with me every day as I work hard for my constituents. I know that we need to fight for policies that expand freedom and opportunities for all citizens. We need to support workers, the true profit creators in our society, to ensure that they have access to the American Dream. A true progressive agenda that raises the minimum wage, supports universal background checks for gun sales, and legalizes marijuana.

All these items will increase freedom, expand economic opportunity, and create security in our communities.

While I will work across the aisle whenever possible, I know that I was sent here to do a job. I will continue to push a progressive agenda, and I will work tirelessly to achieve it.

As always, if you have any topics you would like to see discussed in future issues of the Sargent Voice, please contact me at 608-266-0960 or Rep.Sargent@legis.wi.gov.

In solidarity,

Melissa Sargent

Rep. Sargent Introduces $15 Minimum Wage Bill
Our hard-working friends and neighbors all across Wisconsin show up every day and work hard to create profits. They deserve a wage that pays the rent and puts food on the table.

Raising the minimum wage will help build a fair economy that works for everyone. That is why I am introducing bill that would raise the minimum wage to $15 per hour over the course of five years.

While corporate executives are receiving record-breaking bonuses due to the work being done on the front lines, the workers struggle to get by day-to-day. These workers deserve the economic freedom and prosperity that an increased wage would provide them. The middle class would grow, the economy would be bolstered, and the people from top to bottom would benefit.

Every working American deserves the chance to achieve prosperity. Inadequate incomes result in struggling families having to go without basic necessities such as food, a warm and dry home, and adequate health care. These stresses domino throughout all of our society. In our nation’s history, the moments in which we embraced generosity have created positive results. And when austerity measures have been used, we failed together. Whether we admit it or not, we are a collective. Raising the minimum wage will put extra money in the pockets of these workers, and the positive impacts will be felt society-wide.

I am proud to stand with those who continue to 'Fight for Fifteen' today and into the future.

Universal Background Checks

(click to see national Quinnipiac Poll)

Each and every Wisconsinite has the right to feel safe in their community.

I was proud to, once again, stand with my colleagues in support of universal background checks on all gun sales in Wisconsin. Representative Terese Berceau and Senator Nikiya Harris-Dodd have been champions of this common-sense legislation.

Since 2013, 226 people in Wisconsin died due to homicide by firearms. When do we say 'enough is enough'? Every week we lose more men and women to gun violence all across Wisconsin. Background checks are easy, quick, and commonsense. Simply put, background checks save lives.

I shouldn’t have to choose between being the proud mother & wife of gun owning hunters & protecting my family & my community.

Hunting is part of our heritage - it is one of our state's greatest traditions - and lawful gun owners support sensible policies like universal background checks.

LRB-1710 requires background checks on the sale of all firearms, with certain exceptions, including gifts, bequests, or inheritances among family members.

Celebrating Earth Day

Clean air, water and land are essential for Wisconsinites to enjoy the freedom and opportunity that our beautiful outdoor spaces provide. It is essential to our way of life and our economic growth.

On Earth Day 2015, I took time to reflect on the tremendous resources that have made Wisconsin prosperous for generations. Each year on this day, I spend time with our future leaders to teach them about preserving what makes Wisconsin such a special place, and how to keep our Earth clean and green for years to come.

Republicans continue pushing a budget that would do serious harm to Wisconsin’s proud outdoor heritage, including essentially eliminating the Stewardship program and eliminating important science and education positions at the DNR. I will continue to vigorously oppose these measures and do everything in my power to stop them from moving forward with these damaging plans.

Sen. Fitzgerald says UW Cuts unlikely to be restored

A world-class university system provides our future leaders with the strong foundation of a quality education.

I was disappointed last week at comments made by Senate majority leader, Scott Fitzgerald who made it clear that it is unlikely the state legislature will go out of it's way to restore much of the $300 million cut to the UW System proposed in Scott Walker's 2015-17 state budget.

This is, in large part, due to revenue estimates that are expected to be lower than previously projected. While I am grateful that Sen. Fitzgerald indicated he would put the money towards K-12 education, this discussion is indicative of the disastrous budget we are debating. Devastating cuts are due to the fact that Scott Walker and the Republicans have favored tax breaks for the richest among us over the long-term fiscal health of our state.

Democrats move to preserve environment, increase transparency

Preserving our land and water should be a central tenant of our state government. I am appalled at the cuts and changes that the Governor's budget would make to the Department of Natural Resources (DNR).

I am proud of my Democratic colleagues on the Joint Finance Committee who stood up for preserving funding for wildlife and fish management at the DNR and spoke out against the
Republican budget proposal that guts the state conservation program.

Democrats also put forward a motion requiring that the Governor’s Dignitary Protection Unit report the amount of out of state travel costs quarterly to the Joint Finance Committee.

This would provide transparency as to how much it is costing taxpayers for Gov. Walker's out of state travel as he prepares to run for president.

Upskirting Bill passes out of Senate Committee

AB 8 advanced unanimously out of the Senate Committee on Judiciary and Public Safety last week. This bill, which I authored, would create an offense for the crime of upskirting—using a camera or video recording device to take photos or videos up a person’s skirt or underneath a person’s clothing without their knowledge or consent.

I’m thankful the Senators acted swiftly in recommending that we close this legislative loophole. This is an egregious violation of privacy, and no one should feel unsafe doing everyday things like grocery shopping, riding the bus, or standing in line at the movies.

The voices of upskirting victims were heard today, and I look forward to the Senate taking up this bipartisan bill quickly to protect future victims and promote justice and safety in our communities.

AB 8 was advanced on a voice vote out of the Assembly earlier this year. If passed in the Senate, the bill will advance to Governor Walker to be signed.

Quote of the Week

"The only way to grow the economy in a way that benefits the bottom 90 percent is to change the structure of the economy. At the least, this requires stronger unions and a higher minimum wage."

In and Around the District

Global Youth Service Day

Youth involvement in our community has been a focal point of my legislative career.

That's why I was so thrilled to participate in Global Youth Service day on the northside last week. I spoke to the students who attended about the importance of helping to preserve the beatiful natural spaces we have in Wisconsin. I told them that we all must work to maintain clean air and water in our state.

The students then planted a tree to commemorate Earth Day. I am glad that they will have this reminder in our community for years to come.

In the Capitol

Posters in the Rotunda Display

Our UW System schools are amazing - they help to create thoughtful, innovative, creative leaders who in turn give back to each of us with their knowledge and passion.

I had the honor to meet with a number of undergraduate students from UW Madison about their work and how they hope to change the world for the better - through language, nutrition, housing, research and the sciences.

Wisconsin Fun Facts

Devil's Lake was established in 1911. The facility has become one of Wisconsin's oldest and most famous state parks. It leads the state parks in attendance.

I know I'll be enjoying this beautiful park with my family this summer!

Marijuana Petition

You and I both know that the most dangerous thing about marijuana is that it remains illegal in our state.

Join me in this fight for a WI marijuana solution to promote individual liberties, prosperity, and safety in our communities.

Earth Day Poems

Students at Lakeview Elementary had the assignment to write poems to discuss Earth Day and what it means to them. I was deeply moved by the efforts of these youth in our community pursuing a clean earth for generations to come. Below are a few examples of the wonderful poems I read:

Poems for Earth Day

Each day clean the world
All don’t make a mess
Recycle old stuff to make new stuff
Teach the garbage a lesson by throwing it away
Hug a tree

By Jaylen, Grade 1, Lake View Elementary School

You can feel the bright green grass
You can see the butterflies
You can smell the beautiful flowers
You can hear the birds chirping
Spring!
I love the Earth.

By Xanthe, Grade 1, Lake View Elementary School

Winter Is Over
The tree is growing up and making leaves
Summer is coming
Bees are making honey
And the cows
Are making milk
And winter is over
No more snow and
No more ice skating
I do not like snow anymore
Too cold
I feel great!

By Oumar, Grade 5, Lake View Elementary School
