RIPP PASSES FIRST "RIGHT THE RULES" INITIATIVE

Ripp Transportation Bills Pass in the Assembly

Madison- State Representative Keith Ripp (R-Lodi) passed the first “Right the Rules” bill of the 2013-2014 session off the Assembly floor Tuesday afternoon.

Assembly Bill (AB) 262, an omnibus transportation bill including twenty-four changes to the Transportation Administrative Code, passed on a voice vote. The measure would implement a variety of relatively technical modifications or repeals to the Code, including several updates to accommodate for obsolete language, but also containing helpful reforms that will help Wisconsin small businesses.

“I am thrilled to see this bill pass the Assembly with such strong bi-partisan support. Too often, our government’s red tape can get in the way of everyday business. Our changes to the Transportation Code in this bill will help reduce such burdens and any potential confusion that discrepancies between the Code and statute can cause for hard-working Wisconsinites,” said Ripp.

AB 262 came forward after a call from Assembly Republicans at the beginning of the 2013-14 legislative session to review the entire Administrative Code. “The Assembly Transportation Committee took this task very seriously and worked very hard to reach out to the Department and Transportation stakeholders across the state,” Chairman Ripp said. “We will continue the ‘Right the Rules’ review process to ensure the necessary changes and updates occur.

Ripp also passed two additional Transportation bills during Tuesday’s floor session. Both are measures that would bring Wisconsin regulations on warning lights for police cars and school buses in line with current technological practices on a state and federal level. Both measures, AB 280 and AB 281, passed with bi-partisan voice votes and now go to the Wisconsin Senate for consideration.

COMMON CORE

I know I have heard from many of you in the district about your concerns with Common Core Education standards and their implementation in Wisconsin.

Two weeks ago, Speaker Robin Vos created a special committee to review these Standards in education.  The Assembly Select Committee on Common Core Standards will provide recommendations on future implementation and examine the current standards in Wisconsin schools. Rep. Jeremy Thiesfeldt (R-Fond du Lac), a former educator of 22 years, is serving as chair of the committee.  The other members of the bipartisan committee are Rep. Dean Knudson (R-Hudson), Rep. Don Pridemore (R-Hartford), Rep. Jeff Stone (R-Greendale), Rep. Jim Steineke (R- Kaukauna), Rep. Michael Schraa (R-Oshkosh), Rep. Sondy Pope (D-Cross Plains), Rep. Christine Sinicki (D-Milwaukee) and Rep. Dianne Hesselbein (D-Middleton).

Here are the directives set forth for the committee:

1. Fulfill the objectives of the 2013-15 Wisconsin State Budget, including but not limited to:

  • Compare and contrast existing Wisconsin standards with Common Core Standards

  • Consider best practices by sampling college and career readiness standards

  • Provide a comparative evaluation of the costs to the state

2. Engage the public and educate all parties on the components of Common Core Standards and the potential results of their implementation in Wisconsin, focusing on but not limited to:

  • School boards maintaining independence and fostering innovation within their districts

  • Wisconsin’s public educational system objectives being fulfilled by Common Core Standards

3. Provide recommendations on the future of the implementation of Common Core Standards in Wisconsin schools

The first hearing was scheduled for Thursday, October 3rd from 12:00 p.m. until 8:00 p.m. in room 417 North of the Wisconsin State Capitol. Other hearings include:
