Act 23, a law signed by Governor Walker, will require voters to show a photo identification to cast a ballot in elections starting in 2012. However, the photo ID requirements will not affect any recall or special elections in 2011.  Voters at these elections will be asked to show a photo ID at the polling place as a reminder of the upcoming changes but will not need to present an ID in order to vote.  Voters who do not have a form of photo identification will receive a document explaining the requirements of the law that will go into effect in 2012 as well as information explaining how to receive a free ID card from the DMV.
