Williams Legislation for the 09-10 Session

AB 289 - Allowing Direct Buy to Do Business in Wisconsin
Many of you have seen the commercials for Direct Buy on TV.  They allow you to buy a membership and buy goods from them directly, cutting out the middleman and passing the savings on to you.  Some manufacturers in our district even supply the goods Direct Buy sells.  This legislation would cut through the red tape that currently restricts Direct Buy and other service contract businesses from operating in Wisconsin.  I introduced this bill with my Democratic colleague Jason Fields, as a job growth and economic development option.

AB 216 - Allowing 3rd parties to administer the DOT Driver's License Exam
How many of you have had to wait in line at the DOT?  How many of you have had to wait months to schedule your son or daughter for a road test in Marshfield or Wausau?  Wisconsin Law currently allows 3rd parties to administer a motorcycle safety course and exam, commercial drivers license tests, and school bus driver exams, so why should regular driver's licenses be any different?  This bill would allow 3rd parties to apply for certification to administer a driver's license examination for the state of Wisconsin, getting rid of the government monopoly that currently exists.

AB 477 - WI Jobs NOW Tax Credits
After Democrats voted unanimously to kill my budget amendment to begin the Jobs Tax Credits immediately, I introduced separate legislation to accomplish the same goal.  The reason is simple:  we need jobs NOW.  As of October 2009, U.S. Unemployment is higher than it's been since 1982.  Even with other signs of economic rebound, employers are fearful to spend limited company revenue on new jobs.  With the Jobs Tax Credits, an employer that takes that risk and provides new full-time jobs or new training for its workers to increase job skills will be provided a tax credit equal to 10 percent of the wages of the jobs added.  Unfortunately, currently these tax credits won't be available to be claimed until 2010 and no money will be paid to employers until 2012.  My legislation would fund the credits immediately and be retroactive to 2009.  It would provide immediate relief and incentive for employers who take risks to create jobs at a time when we need them the most.
