Open records flap leads to policy bill

Some Democrats have an idea to at least guarantee a little scrutiny, for last-minute policy additions to the state budget.
The bill from Rep. Katrina Shankland of Stevens Point is in response to an attempt by top Republicans to gut the state's open records law. The Assembly's assistant minority leader says there should be a public hearing, and committee meeting, on any policy item in the budget.
Minority Leader Peter Barca of Kenosha says while both parties are guilty of putting policy in the plan, it's about the future.
The non-partisan Legislative Fiscal Bureau already goes through the budget, and identifies all of the policy items.
