Great News from Fox Valley
to Wisconn Valley |
Foxconn's $10 billion investment will directly lead to the
creation of 13,000 Wisconsin jobs. These jobs will have an
average salary of $53,875 per year, plus benefits. The project
is also expected to create at least 22,000 related jobs outside
of Foxconn. Just the construction of the new Foxconn campus will
require 10,000 construction workers, as well as 6,000 indirect
jobs related to construction.
Foxconn specializes in design, manufacturing, and assembly of
global computer and high-tech consumer electronics. The company
is the world's largest contract electronics manufacturer and is
well known as the assembler of iPhones and for its Sharp
televisions. The Wisconsin campus will be the first to
manufacture LCD screens in North America.
Now that the governor has signed a tentative agreement with
Foxconn, a special session of the legislature will be called to
pass an incentive package necessary for Foxconn to locate in
Wisconsin.
The tax credit incentives are tied to actual performance.
Foxconn will have to hit the capital investment and job creation
goals to get the maximum credits. This means the Foxconn will
have to keep their commitment to Wisconsin. The agreement
involves clawback provisions to protect against moving the jobs
or operations.
The maximum amount of credits Foxconn will be eligible to
earn is $3 billion over 15 years:
- Up to $1.5 billion in state income tax credits for job
creation.
- Up to $1.35 billion in state income tax credits for
capital investment.
- Up to $150 million for the sales and use tax exemption
to build the facilities

Now is the Time to Fix the
Road from Foxconn to Fox Valley |
It’s time that we start breaking down road
projects to identify the greatest need. When it comes to
transportation, nothing is more important to me than safety, and
I’ve made specific recommendations to the Department of
Transportation to address the significant traffic safety
concerns on I-41 between Highway 15 and 441 North. The safety
hazards and the congestion through this stretch requires an
upgrade to six lanes, in order to alleviate these issues through
the whole section.
The state and federal government have a
long history of planning massive transportation projects to be
completed at some distant point in the future. There’s nothing
wrong with long-term planning, but, sometimes the more urgent,
and easily surmountable, projects get overlooked when focusing
on the big picture. Anyone who has run a business or managed a
family budget can understand getting lost in the weeds.
Addressing a big problem becomes much more manageable when you
break it down into smaller segments in order to prioritize the
most critical elements. The I-41 expansion on the north side of
Appleton is a perfect example of a manageable project that
needs to be addressed today.
The stretch of I-41 between Highway 15 and
441 North sees more traffic congestion, more crashes, and the
pavement is in worse condition than the full span. Moreover,
this section, when considered alone and not as part of the
entire span, is worse than the roads across state.
About 40 percent of Wisconsin’s overall
economic activity is located in the eight counties along the
corridor between Milwaukee and Green Bay. This is only likely to
increase as the Foxconn project moves ahead. Now is the time to
get this critical road project on track.

On Wednesday, I was down at the Capitol for Health Committee
public hearing on two bills:
AB 371 relating to birth defect prevention and
AB 318 relating to dental patient records.
