Representative Rohrkaste was born and raised in Dayton, Ohio. He attended Michigan State University as an undergraduate student and graduated in 1980 with a bachelor’s degree in social science. He also attended Michigan State University for his graduate degree. In 1982 he graduated with a master’s degree in labor and industrial relations.

Mike worked several places early in his human resources career, but in 1994 he settled with his family in Neenah, Wisconsin, where he began a new job at Menasha Corporation. Mike spent the next decade working through various human resources roles at Menasha Corporation before accepting a job with Oshkosh Corporation. In 2014, he retired as the Chief Human Resources Officer of Oshkosh Corporation.

Mike is currently in his third term as Representative of the 55th Assembly District. In his first term, he was Chair of the Speaker’s Task Force on Alzheimer’s and Dementia, as well as Vice Chair of the Assembly Committee on Health. He worked on several healthcare-related bills, including the 10-bill Alzheimer’s and Dementia package that passed the State Assembly. Beginning in his second term, he has served on the Legislature's Joint Finance Committee, which works on the state's biennial budget and reviews other appropriations requests.

Mike and his wife, Debbie, continue to live in Neenah. Mike and Debbie have two sons, Jakob and Erik.
