COVID-19 Sources: 

Dear Neighbors,

Our collective efforts to reduce the spread of COVID-19 have been effective, though we are by no means done in our work to fight COVID-19.  This update provides information regarding progress on the Badger Bounce Back plan, changes recently made allowing additional businesses to open, new guidelines for businesses that re-open, and an important update on new locations for testing in our community.

Last week our State Supreme Court heard arguments in a lawsuit to end the Safer at Home order.  The Court has not yet decided the case and we will provide an update when it does explaining the impact of their ruling.  For now, the efforts outlined below remain valid and will be in effect unless the Court rules otherwise.

Badger Bounce Back Updates

Staying Safer at Home has been Wisconsin’s surest response to contain COVID-19. Evidence shows that the Safer At Home Order has worked which is why we must ensure that other measures are in place before ending the order. Other measures include expanding access to testing, increasing capacity in the health care system, and reducing the number of new reported flu-like illnesses in a 14-day period.

The following areas are referred to as 'Grating Criteria' which are used to track the spread of the virus. None of these criteria means the virus is gone, but rather signal whether the virus is continuing to spread. Green indicates progress in reducing the spread, while red means a lack of progress. Please remember that these are measurements to guide us on safely re-opening and they do not mean that the risks are eliminated or gone.

Emergency Order #36: Governor Evers Continuing to Turn the Dial

Yesterday Governor Tony Evers issued Executive Order #36 that continues to turn the dial as Wisconsin moves toward opening in a responsible and safe way for all. The Administration put together a FAQ page to help answer questions, but I wanted to provide you with this summary as well to keep you updated.

Non-essential businesses may open for in-person retail so long as they do the following:

  1. Only use entrances to the outside. Any entrances through a mall or interconnected passage must remain closed. If the store does not have an entrance to the outside, it may not offer in-person retail.
  2. Only allow 5 customers in the store at a time.
  3. Maintain social distancing at all times. If a store cannot maintain social distancing with 5 customers in the store, it will need to lower the number of customers allowed in at a time.
  4. Establish a line outside the store to control entry, with markings so customers know where to stand to ensure social distancing. Alternatively, stores could allow customers to wait in their cars and notify them by phone or text when it’s their turn to enter the store.
  5. Restrict the number of staff to only what is strictly necessary.
  6. Increase standards of facility cleaning and disinfecting to limit staff and customer exposure to COVID-19 and adopt protocols to clean and disinfect in the event of a positive COVID-19 case.
  7. Adopt policies to prevent staff from entering the store if they display respiratory symptoms or have had contact with a person with a confirmed diagnosis of COVID-19.
  8. Face coverings are recommended for staff and customers.

Efforts to prepare businesses for reopening have been ramping up. The Evers Administration, along with input from numerous other State Agencies, has compiled guidelines for businesses. WEDC has industry-specific documents with recommendations and resources for businesses.
