Safer at Home Order 

The following order, Emergency Order #12, will go into effect Wednesday, March 25 at 8:00 AM. A link to the full, 16-page order, is available HERE

Stay at home or place of residence:

All individuals present within the State of Wisconsin are ordered to stay at home or at their place of residence, with exceptions outlined below.
All persons may leave their homes or residences only for the following functions as are defined in this Order:

  • To Perform Essential Activities (defined in section 11);
    • You may engage in activities that are essential to your own health and safety as well as the health and safety of family, household members, persons under your care, and pets.
      This includes things like obtaining medical supplies or medication, seeking emergency services, or visiting a health care or behavior health care professional.
      • Individuals should rely on telehealth options whenever feasible.
        You may go out to get necessary supplies for yourself, household, persons under your care, and pets.
      • This includes going to get things like groceries, gas, pet supplies, formula, hygiene products, household supplies
        This also includes supplies you may need to work from home, carry out your job duties, or to perform work at Essential Businesses or Operations
    • You may still participate in outdoor activity for exercise and recreational purposes
      • This includes walking, running, hiking, biking, etc. as long as you practice social distancing (staying AT LEAST 6 feet away from others)
      • Group games and athletics that involve contact or potential contact are not permitted
        Playgrounds are closed
  • To Conduct Essential Governmental Functions (defined in section 12);
    • Services provided by the State, tribal, or local governments that are necessary to the continuing operation of the government body and providing duties essential to the health, safety, and welfare of the public.
    • This includes all paid or volunteer first responders including law enforcement, EMS, and firefighters; first responder training academies; building inspectors; emergency management personnel; emergency dispatchers; court personnel, jurors and grand jurors; corrections personnel; hazardous materials responders; child protection and child welfare personnel; housing and shelter personnel; National Guard and military;
  • To Operate or Work at Essential Businesses and Operations (defined in section 13);
    • This includes but is not limited to; grocery stores, pharmacies, food and beverage production, transport, agriculture, childcare settings (must continue to comply with Emergency Order #6), charities, social services, media, gas stations, financial institutions, mail, post, shipping, logistics, delivery, and pick-up services, critical trades, laundromats, transportation, home-based care services, critical labor union functions, hotels, motels and lodging facilities, higher educational institutions, WEDC designated businesses
    • This list is subject to stipulations and conditions that are further outlined in the Emergency Order

  • To Perform Non-Essential Minimum Basic Operations (defined in section 14)
    • Businesses are allowed to continue basic functions to maintain inventory, preserve equipment, process payroll and benefits, among others. This also includes allowing businesses to help facilitate employees working from home.
      e. Essential Travel (defined in section 15);
    • Essential travel includes but is not limited to: Traveling to care for an elderly, minors, dependents, people with disabilities or other vulnerable individuals. It also includes travel required pursuant to a court order such as child placement, and the ability to travel to and from an educational institution to receive materials or meals.
  • Special Situations (defined in section 8, 9, and 10).
    • Special situation travel includes but is not limited to: An individual traveling to work for or obtain care from any healthcare or public health operations site.
    • You may also travel to participate in human services operations which include but are not limited to long-term care and assisted living facilities, and residential shelters for adults, children, and people with disabilities. Individuals may also leave their residence to provide any services or perform any work necessary to offer, provide, operate, maintain, and repair essential infrastructure.

Milwaukee Mayor Tom Barret issued a similar order within the limits of the City of Milwaukee. For those of us in the 18th Assembly District, these are parallel orders and overlap in almost every way. If, however, the state order was removed, the city's order could remain. 


Wisconsin State Government Action Updates

  • Evers announces 'Safer at Home' order – March 24, 2020
    • The order encourages people to stay at home rather than make unnecessary or nonessential trips. The 16-page order is outlined in the section above.
    • The order directs the Public Service Commission to halt utility shutoffs for all customers (previously it was just for residential accounts), halt late fees to customer accounts, authorizes water utilities to provide budget billing arrangements to customers, and allow deferred payment agreements for all customers who request them. Electric and natural gas utilities are already allowed to do this under current rules.
  • Gov. Evers Announces New Order Relating to Department of Public Instruction​ —​ March 22, 2020​​​​​​​​​​​​​​
    • The order allows DPI to streamline the waiver process for hours of instruction for public schools, suspends rules to allow students in teacher preparation programs to graduate on time this spring, and provides DPI with flexibility for upcoming due dates.
  • Wisconsin Requests FEMA Assistance in Obtaining Protective Medical Supplies​ —​ March 21, 2020​​​​​​​​​​​​​​
    • ‪Wisconsin has requested FEMA help us obtain personal protective equipment. The request includes 50,000 non-surgical masks, 10,000 face shields, 11,000 coveralls, 3,000 N95 face masks, and 35,000 pairs of protective gloves in addition to the personal protective equipment we’ve already requested from the Strategic National Stockpile (SNS).
  • Gov. Evers Announces Federal Approval for Disaster Loans for Small Businesses​ —​ March 20, 2020​​​​​​​​​​​​​​
    • Wisconsin was approved for Small Business Administration emergency loans. These loans are up to $2 million for private nonprofits of any size and businesses that have under 500 employees and are experiencing economic loss because of COVID-19. It takes about 21 days for them to process after receiving a completed application. Then about 5 days to get your loan monies. Wisconsin Small Business Development Center has more information here:

  • Gov. Evers ordered DOC to implement a moratorium on admissions to the state prisons and DOC juvenile facilities to mitigate the spread of COVID-19.  – March 20, 2020
    • These restrictions went into effect on Monday, March 23rd and will be re-evaluated as updated information becomes available. Certain essential transfers will continue. This order does not affect the ability of courts to sentence individuals to prison but means that they will be held in a county jail facility in order to prevent the spread of COVID19 to our large facilities. Additionally, all transfers from state contracted county jail beds have been suspended until further notice to ensure everyone’s safety. 
    • The DOC takes the responsibility to protect staff and persons in their care seriously and continues to work with state and federal partners on best practices. The DOC will continue to review the necessity of the order and will work with county partners to discuss any potential modification that may be necessary.

Online voter registration has been extended! You can now register online until March 30th. It is also very easy to request an absentee ballot online. You can register to vote and request your absentee ballot HERE in order to avoid having to go to the polls on April 7th.
