LRB attorneys draft amendments to assembly rules, senate rules, and joint rules. The LRB compiles and publishes these legislative rules biennially. The LRB also compiles and publishes the Rulings of the Chair, a compendium of parliamentary rulings of assembly and senate presiding officers. These rulings are compiled and indexed back to the 1971–72 legislative session.

LRB attorneys provide advice on legislative rules and procedures and provide gavel-to-gavel support in these areas to both the assembly and the senate while these bodies are in floor session. Attorneys and analysts are stationed on the floor in each house to provide assistance and prepare amendments to proposals under floor consideration.

LRB attorneys draft all legislation relating to Wisconsin’s public records law, open meetings law, and lobbying and ethics laws. LRB attorneys are available to meet with, and provide legal advice to, legislators and legislative staff on all issues relating to public records law, open meetings law, lobbying and ethics laws, and other matters affecting legislative proceedings and operations.
